During the perfod from December 1949 to March 1950, elections in Poland are scheduled to take place in Communist Party cells, from the smallest ones to those on a level with the Voievodship Committee. 2. The Central Committee of the MPH has issued a manifesto defining the follows. ing purposes of these elections: a. The party is seeking to prevent admission to party rule of those Persons. who belong to the party Gay for opportunistic reasons. Rather, individuals should be elected on the basis of distinguishing themselves in party activities and being loyal to party ideals, thus assuring party discipline. b. Larger numbers of workers should be attracted into the party direction. Statistics show that up to the present time the party authorities are mostly members of the civil service; a scant 20 percent of them are workers. Hence- forth, the party authorities of each cell will be responsible for the inclusion in party. poets of at least 33 perdent workers, who should be employed. c. The following persons an to be barred2reaholding rests in party authorities: former members of BIM (Bezpartyjnyinok Wspolpracy z Rzadem, a pre-1939 pro- government party), ONR (Organizacja NarodowsPadykalna,.the oreanization of National Radicals), OZON (OboS Zjednoczenia Narodouego, the National Unity Party), and the Nationalist Party; Zionists; former policemen, judges, and regular officers who had, any connection with the "Sanacjan Party; intelli- gence and political officers of the Home Army, particularly those who fought against the workers democratic movement, and officers and non-commissioned officers ef Anders' Army. Concerning regular officers, they should be judged individually on their merits, rather than be barred indiscriminately.
