1. A grriat deal of difficulty ha; been encountered by the Communists in
the implementation of their land. reform prograr3 in Manchuria. Despite
the protests of vindictive tonants who want to see the landlords coma
nletoly dispossessed, landownors are being allowed to keep the best
parto of their lands, so that by the use of their more intelligent and
slcill'ull farming techniques crop Production will, be kePt up.
2. The planners have also run into difficulties caused by over?zealous
poli.V.cal organizers over the Lountryside. Farmers complained of being
force' to attend. so many meeti igs, as this causes them to neglect the
land, that the organizers had .lo be 'tamed to cut down on the meetings.
