development of China. The Bureau.. setaside Manchuria, northern and western

tribute funds, technical Personnel, industrial plants, and other resources.

resources they can retain.
2. Kwangtung administrators are complaining that they are losing Personnel and
industrial plants which they had planned to use themselves. They feel that
the Central Government is "writing off South China".
3. Kwangtung officials are also complaining that they have been assigned only
2,000 qualified and reliable Communist Party political workers for the two
provinces of Ditanctung and-Kwangsi, while Shanghai alone has 20,000.
