/ok South Africa has sharply reduced guerrilla activities by the South West
Africa People's Organization (SWAPO). The group displays increasing
internal political stress, is experiencing recruiting difficulties,
its lackluster performance is being criticized by its foreign backers.
-- US Embassy and defense attache reporting suggests that Pretoria
considers SWAPO more of a nuisance than a military threat and is
extremely confident of its ability to contain future guerrilla
activity, while South Africa concentrates on effti:ts enhancing
the legitimacy of the interm gover-nm-e-n-t-i-t installed in Windhoek
