Kerr Associate Deputy Director for Intelligence SUBJECT: Directions for SAFE 1. You have asked that we lay out in writing how the Direc- torate of Intelligence wants the SAFE program to proceed. 2. The Directorate's first priority is access to existing (that is to say, Delivery 1) functionality. This message is not a new one; we have consistently placed universal access to'SAFE as our top priority. 3. As the attached graph shows, transitioning to Delivery 2 under the current plan would seriously impede our progress in working toward access to SAFE. for all DI personnel. We are not prepared to defer working toward universal access for the extended period--a year or more--that the plan entails. We will accept delivery of the new software and conduct acceptance test- ing of it, but we will defer initiating the transition to produc- tion use of Delivery 2 until you can devise a plan that does not require that we cease adding users to SAFE for an extended period. 4. Donnelly SUBJECT: Acceptance of SAFE Requirement REFERENCE: Memo from ADDI, dtd 14 August 85, Subject: Directions for SAFE 1. OIT accepts the requirement stated in paragraph 2 of reference. As we understand the requirement, the DI wants "universal access to SAFE" for all DI personnel. To OIT this means tha'c the DI wants a terminal on the desk of each DI employee. These terminals are to be hooked to the mainframe computers in the Northside Computer Center. These terminals are to provide each employee access to SAFE Delivery 1. I have directed my staff to take appropriate action to modify SAFE requirements to reflect our acceptance of this requirement. 2. Further, as stated in paragraph 3 of reference, the DI will conduct acceptance testing of SAFE Delivery 2 which, hopefully, will lead to acceptance of the software. However,.the DI will defer transitioning to the use of Delivery 2 until a plan is devised that does not require that the DI cease adding users to SAFE for an extended period of time. 3. Comment: The "idea" that there is to be "universal access to SAFE" for all DI employees has been discussed by in the past over lunch. I was then the Director of Communications. This having been said, written requirements given to ODP for SAFE do not reflect "universal access to SAFE" as a goal to be attained in the near future. The written record states h he objective was to have SAFE users y -August 1985, 0 by 1986 and by 1987. Unfortunately, as a result, the Northside Computer Center was sized for fewer users in the 1985-87 timeframe than you now hope to give access. This fact has to be faced by both of our organizations. Frankly, it may not be possible at this time, or in the next several monthst to have "universal access to SAFE" for all DI employees no matter how hard we try to meet that request. 4. As you are aware, there is the issue of degraded service or reduced reliability. Bob Gates made a particular point of raising this topic when we met in March of this year. I'm new to OIT. The old ODP may not have gone all out to support the DI, but OIT will! However, for a host of reasons, including pride and the reputation of OIT, we don't aim to degrade service or reduce reliability in the course of expanding the number of SAFE terminals in the DI.
