2. Identification of sites within the Ex British Concession
#1 Headquarters of the Military High Command for the Tientsin Area. This
building was formerly the head office of the Kailan Mining Admiristration.
Entire area of building is cordoned off and under heavy military guard,
no loitering is permitted on the streets in the vicinity of the building.
Antiaircraft guns are manned at all times on the roof of the building.
Location is south side of ex Meadows Road at ex Team Road.
f2 Military Headquarters garage, directly opposite on the north side of
ex Meadows Road at ex Taku Road.
#3 Living quarters for sentries attached to the Military Headquarters.
Opposite the headquarters building on north side of ex Meadows Road.
Four-story, brick and concrete, tile roof bulling, used as living quarters
for government officials of high rank. This building was formerly the
Victoria Park Mansions, located on the vest side of ex Taku Road between
ex Meadows and ex Bruce Roads.
#5 City Council Meeting Hall and offices for Municipal Administrators. This
site was formerly Gordon Hall, the British Council Administration Building.
#5A Liberation Park, formerly Victoria Park, located on the vest side of ex
Victoria Road and extending westward to ex Taku Road. Military personnel
attached to the military headquarters and special police affiliated
with the site #5, use this park for drill and exercises.

#27 Workers Living Quarters on corner of ex Orkney and ex Lissztek Sods.

Roads.
#29 Series of small manufacturing plants, one to three stories high, brick and
concrete construction, tile and corrugated iron roofs. These plants turn
out telephone apparatus, electric control panel boards and, pulled wire.
This area was built between 1952 and 1954 and vas in full production in
1956.
#30 Labor Hospital on northeast corner of ex Hong Hong Road at ex Cumberland
Road. This is a new and very modern five or six-story building.
#31 Hospital on the corner of ex Singapore and ex Hai Kwan Ssu Road.
#32 Children's Hospital on the vest aide of ex Race Course Road at
ex Morlings Corner, in the direction.teward the former Tientsin Country Club.
#33 Government workers rest home, located on the site of the former Detring
Estate on the southeast side of ex Race Course Road Extension in the
direction toward the former Tientsin Country Club.
#34 Recreation Center for government officials, located on the site of the
former Tientain Country Club. Official Government parties are usually
held at this center. Two deers each week Soviet and Orbit officials
and their families are permitted to use the center and recreational
(0 facilities within the grounds. Large USSR official functions are
occasionally held at this center.
#35 Offices of the City Recreation Department are housed in the converted
sections of the grandstand of the former Tientsin Race Club.
.06 Large one-story exhibition building on the infield of the former racecourse.
#37 Recreation ground, parade field and exhibition ground on the infield of
the former Tientsin racecourse.
+38 Government University Medical College on the grounds of 'Eankai University.
#39 Parade Grounds for political demonstrations and rallies. Political
prisoners are generally brought, heavily shackled to be exhibited to the
people massed in the stadium. Their alleged crimes are read aloud to the
people and the people are asked to pass judgement on the prisoners. Guilty
and death is always the verdict Such demonstrations are broadcast over
the radio. After sentence is pronounced the prisoners are vhisked from
the grounds to be executed and loudspeakers interrupt the condemnation
rallies o that the occupants in the stadium can hear the fering of tLe
shots bringing death to the prisoners. As a prisoner is executed the roar
from the people in the stadium is deafening. This is former site of the
Min !nen sport field; it is known as the "condemnation grounds". The
field is bounded on the north by ex Cambridge Road, on the east by ex
Wellington Road, on the south by ex Singapore Road and on the vest by
ex Malto Road.
#40 Former Recreation Grounds, bounded on the north by ex Canton Road, on
the east by ex Gordon Read, on the south by ex Parkes Road, on the vest
by ex Recreation Road. This large area is used exclusively by the military
and Security Police Bureau. By the latter on rare occasions for exercising
prisoners, all heavily deadkled.

#41 Security Police Bureau, generally referred to as the Secret Police
Burma The bureau is housed in a four-story reinforced concrete
flat-roof building and. is located on the former site of the Canton
Road Cemetery. This is the most feared location in all of Tientsin.
People as a general rule avoid travel on ex Canton Road in the vicinity
of the Security Police Bureau.
#42 Animal Oils &Fats Department of the Animal By-Products Corporation,
located on the northwest side of ex Victoria Road at ex Elio Road.
This is the former Wilson building.
#42A Wool scouring and press packing plant, formerly Wilson and Company Ltd,
located on the north side of Ex Ewo Road. between ex:Victoria Road and
ex Taku Road. This installation is operated under the Animal By-Products
Corporation and is referred to as Preps Packing Plant.#1.
#42B Wool villowing and press packing plant, formerly Liddell Brothers and
Company, Ltd, located on the south aide of ex Bruce Road between ex Taku
Road and ex Macartney Lane. This is Press Packing Plant #2,
#43 Government Miscellaneous Licensing Bureau, located on the southeast
corner of ex Victoria Road at ex Ewo Road.
#44 Post Office, former site of the Chartered Bank of India, Australia and
China, located on the northeast corner of ex Victoria Road at ex Ewo Road.
#45 Government Affairs Bureau, former site of the National City Bank of
New York, located on the west side of ex Victoria Road between ex Ewo
and ex Consular Roads.
#46 Government Stamp Tax Bureau, former site of the China and South Seas Bank
atd, located on the west side of ex Victoria Road between ex Ewe and
ex Consular Roads.
#47 Political Propaganda Bureaus, former site of the Kincheng Banking Corp, Ltd,
located on the east side of ex:Victoria Road between ex Ewo and ex
Consular Roads.
#48 Government Office, former site of the Hong Kong et Shanghai Banking Corp,

Road. This office has some very official identification and is used as
government employee,' indoctrination center. It is rumored to be affiliated
with the Security Police Bureau (site #41).
#49 Bank of China, boated on the southwest corner of ex Vtitoria Road at
ex Bristow Road. This bank handles all foreign exchange affairs.
#50 People's Bank of China, located on the east side of ex Victoria Road
at ex Bristow Road.
161 Living quarters for government officials only. Former site of the
Leopold Building, located on the west side of ex Victoria Road between
ex Pao Shun and ex Ewo Roads. This building formerly housed the offices
of American Consulate General.
#52 Living quarters for female employees of the Military Headvarters.
Former site of the Kailan Flats located on the east side of ex Victoria

Military goods storage area extending eastward aa ex Wuaih Road to Hai
Ho River Road, then south to ex Bureau Street and weateard along ex
Bureau Street. This area is out of baLutds.
District Police Administration Bureau, former site of the German Consulate,
located on the northeast corner of ex Woodrow Wilson Street at ex
Bureau Street.
Social club for government employees, located on site of former German
Club "Concordia" on the northeast corner of ex Woodrow Wilson Street at
ex Chekiang Road.
Living quarters for officials and employees of the District Police
Bureau (site #58) located on the southeast corner of ex Woodraw Wilson
Street at ex Bureau Street,
Military Park, located on the east side of ex Woodrow Wilson Street
bounded on the north by ex Canal Road (Weitze Creek Road) on the east
by Hai Hb River Road, on the south by ex Soochoe Road, onthe west by
ex Woodrow Wilson Street. This entire park is heavily guarded and contains
administration buildings, barracks, artillery pieces and antiaircraft
batteries.
1162 Military Barracks, former site of the US Army Headquarters, bounded on the
north by ex Tangshan Road., on the east by ex Barracks Road, on the south
by ex Bureau:and ex Shensi Roads, on the west by ex Race Course Road.
This installation was expanded to include all buildings opposite the barracks on
on ex Barracks Read and ex Bureau Street and on ex Shensi Road at ex Race
Course Road, the former Amerl.canClub Which was used as a radio and comnuni-

Large Iron. Fbundry? located on the corner of ex Tangku Extension Road
and the Hai Ho River Road and extending over a large area.

Pukow Railroad in the direction of Taku there are: (a) a large Workers
Hospital and Recuperation Center reputedly to have accommodations for
2000-5000 patients; (b) a large paper pulp mill which processes bark
pulp received from the USSR; (c) various mechanical repair and industrial
engine rebuilding plants. Foreign nationals exclusive of approved USSR
citizens are required to have passes to travel in this area.

Rue St Louis. Located at the corner of ex Rue St Louis and quad. de
France (Hai Ho River Road).

#85 Security Police Bureau Political Detention Quarter, This building
is directly behind the Government Depaztment Store, formerly the
Chung Yuen Company and is located on the corner of ex FUkushima
Road at ex Sakaya Road. The entrance is on ex Sakaya Road. In
addition to Chinese all foreign nationals under detention by the
Security Police Bureau are quartered at this location.
06 Government Department Store, formerly the Chung Yuen Company, located
on the southwest corner of ex Asabi Road at ex Fukushima Road. The
tower section of this building houses a radio station and air raid
alarm system.

Compressor manufacturing plant, the largest of its kind in Tientain.
The plant consists of one two-story brick administration-office
building and numerous partially brick structures with corrugated iron
roofs of various heights up to about three stories. The plant employs
2500 r. 'l: skilled mechanics and during the autumn of 1956: it was
reported the plant would produce 750 compressor units for the year. The goal
These compressors are driven by
diesel engines up to 115 horsepower. All the new machinery installed in
the plant for use in manufacturing the compressors was imported from the
USSR, Czechoslovakia and East Germany. The corrpressors are inferior
to, and more costly than, similar units produced in West Germany. They
are being used in plants in China and one is in use in a stone crushing
plant in Hong Kong.

industrialized and many new factories have been built. This area undoubtedly
has all the advantages for Ildustrial concentration and expansion because

Peking-Mullen Railroad Line tracks there-is a large airfield where
conventional prop? ler airplanes and jet planes can land and take off.

China by Polish Tankers and discharged at Tangku to be
lightered to the installations at Tientsin. The military
exercised a. priority claim on all oil supplies consequently
supplies for civilian and even industrial uses were always
short and strictly rationed.
GENERAL
7. Somewhere in the vicinity of the former Japanese Barracks
(site #84), there is a motor car and motor truck engine
rebuilding and assembly plant. This entire area was out of
bounds for travel to unauthorized foreign nationals.
8. Tremendous quantities of press packed wool were being exported
to the USSR, mainly in barter for gasoline, oils and vitally
needed industrial machinery. The export to the USSR of dried
egg products and goat skins were also in large volume. 50X1-HUM
