GENERAL STATEMENT
B. BACKGROUND
SECRET
1. Purpose
The purpose of this series of annual reports, of which the
attached is the first report, is to provide a standardized statement
of the numbers and trends and categories of U.S. citizens stationed
or residing in foreign countries and their possessions. In the future
it will serve, when comparisons can be made from year to year, to
facilitate reporting to the President on the implementation of the
national policy of insuring that the total nuinber of U.S. official
personnel and contractors in each country is held to a strict minimum
consistent with sound implementation of essential programs.
2. Origin
In July 1957, the President directed that each department and
agency of the U.S. Government that employs U.S. citizen personnel
in a foreign country should report annually to the Operations
Coordinating Board the number of such personnel, together with a
^ eport on the number of de.pendents thereof. He requested that the
^ eport cover (1) civilian employees, (2) military personnel assigned
to commands and other military personnel overseas, and (3) per-
sonnel that are providing services for the U.S. Gov ernrnent under
personal service contracts (NSC Action 1752b). This directive
^ esulted from the consideration in the National Security Council
of the report of the Operations Coordinating Board to the Council
dated July 12, 1957, "Interim Report of U.S. Personnel Stationed in
Foreign Countries," which was a first attempt to develop an over-
all statistical report by means of utilizing statistics and estimates
available through a great variety of sources.
3. Method
The OCB approved general instructions for the preparation of
the annual report including a standard list of countries and posses-
sions (attachment 1). Each department and agency of the U.S.
Government was requested to submit to the OCE no later than
June 15, 1958, a report of the number of U.S. citizen personnel
employed by the agency as of March 31 in each of the countries
and possessions on the standard list.

C. FACTORS TO NOTE IN CONSIDERING THE TABLES
1. This is the first standard report in a series for purposes
of future comparison of over-all and country trends. The figures
contained therein are considered to be reasonably accurate, but as
in the case of all reports of this type, there will be increased
reliability as improvements in reporting are achieved. Future
reports will improve from a statistical standpoint, but this report
is satisfactory as a source of dependable information.
2. The July 1957 report was an "interim report" prepared
from a variety of disparate sources and covering different periods.
Attachment 3 of the OCB Report of July 12, 1957, indicates in
detail the sources of error and the degree of reliability of the
figures contained in the 1957 report. Because of this situation
any comparisons between the 1957 report and the /958 report
s hould be made with caution, Generally, the figures for official
U.S. military and civilian citizen employees are comparable,
although in certein countries the civilian employee category now
includes contractor personnel and USIA grantees which were not
included previously,
D. COMPARATIVE ANALYSES
1. There are five comparative tables appended to the Report
(Tables A-E) which, although not a formal part of the report, are
transmitted because they proved useful to the OCB in revising the
report and may serve the same function for the National Security
Council..

GENERAL INSTRUCTIONS FOR ANNUAL REPORT ON U.S.
CITIZEN PERSONNEL AND THEIR DEPENDENTS AND OTHER
U. S. CITIZENS IN FOREIGN COUNTRIES AND THEIR POSSESSIONS
1
1. PERIOD. Lnual, as of March 31 each year.
2. GEOGRAPHICAL COVERAGE. Countries and foreign possessions
enumerated in attached listing. The report should follow the order
of the listing. Personnel stationed in countries not on the list are
listed under "Other" with the location specified in each instance.
3. DEFINITION OF U.S. CITIZEN CIVILIAN PERSONNEL. This group
includes all civilian employees of U.S. departments and agencies who
are U.S. citizens and are employed in a foreign country.
4. CATEGORIES OF U.S. CITIZEN CIVILIAN PERSONNEL INCLUDED.
The following categories of U.S. citizert civilian personnel and their
dependents are included in the report but should be reported separately
by category to facilitate reconciliation:
a. Direct hire personnel (including WAEls and consultants);
b. Personnel employed on personal service contracts;
c. Personnel on contracts financed by the U.S. Government but
whose services are rendered to foreign governments or inter-
governmental agencies;
d. Personnel of the Department of Defense paid from non-
appropriated funds - PX, commissaries, etc.
e. Personnel employed by contractors with the Department of
Defense serving with military departments as technical
r epresentatives, technical consultants or contractor technicians.
f. Personnel employed by contractors on Department of Defense
construction projects. (This category will be reported on a
selective basis in response to special instructions to the U.S.
missions in the few countries concerned.)
5. U.S. MILITARY PERSONNEL AND THEIR DEPENDENTS. The reports
on U.S. military personnel and their dependents will be prepared by the
Office of the Secretary of Defense.
