SUBJECT : Monthly Report -- London Bureau -- January 1988
I. GENERAL
1. The dollar made some gains against the pound during the month,
but the pound still remains well above the $1.70 rate of
exchange used in the July budget update. This fact, combined
with continuing uncertainty about the dollar's immediate future,
is forcing the bureau to take further steps to economize beyond
steps already taken in the wake of the Headquarters-dictated
cuts.
2. BBC announced during the month that Henry Pavlovich, editor for
news and publications, will be detailed to Bush House from 14
March through 15 July on a temporary assignment as head of the
Southeast European Services. This rotation will preclude his
attendance at the annual FBIS-BBC coordination meeting.
3. Long-time bureau engineer was seen off in
style at an 8 January retirement party in the BBC Functions
Room.
After a speech by the bureau chief highlighting Mr.
achievements in his over 40 years with FBIS,
was presented with the FBIS retirement plaque, the FBIS
Career Medal, and a watch. Monitoring Service General Manager
Eric Bowman, Chief Engineer David Wilson and other members of
the BBCMS m a ent and engineering teams joined bureau staff
in honoring Later a scrapbook of pictures of the party
and messages from former colleagues at Headquarters and in the
field was compiled and presented to the deserving retiree.
II. OPERATIONS
A. Monitorial/Editorial
1. The bureau editoriai staff dealt with a total of 17
speeches by Libyan leader Al-Qadhdhafi during the month.
This is a record, even for him.
2. Highlights of presstax coverage during the month included
the 18,000-word report irom the USSR State Committee for
Statistics on Soviet Economic Plan Fulfillment for 1987
published in the 24 January PRAVDA. A weekend team of PMU
editoys and monitors was pulled together to process the
report in a timely fashion. The pressfax edition of the 11
January IZVESTIYA gave PMU a scoop with its publication of
General Secretary Gorbachev's replies to questions from the

3. A special evening shift was scheduled for the bureau's
designated art-time English monitor, PMU Scandinavian
linguist to process a late-night interview with
Prime Minister atc er on the BBC Panorama program. Other
priority evening coverage from UK TV was processed by the
bureau editorial statf.
4. PMU editors met with Callum MacKechnie, BBC assistant
editor for news, on 18 January for a briefing on Newsroom
operations and discussions on an SOP for PMU alerts for the
Newsroom which would not unduly disrupt PMU pressfax
shifts.
5. As part of the bureau's continuing attempts to rationalize
its editorial workload, Senior Editor
completed a detailed study ot the East African Unit output,
concluding that there is no cost-effective way at the
moment of relieving the bureau ot this selection workload.
B. Coverage
For the first time since the loss of the high-power transponder
on the 14W Gorizont, the bureau had a relatively trouble-free
month with satellite coverage of Moscow TV and the pressfax from
the 11W and 53E Gorizonts. The only scare came on 11 January,
when five pages of the Soviet pressfax were lost owing to
problems at the transmit site, but Moscow resolved these in time
for the 12 January transmission. BBC made several attempts
during the month to monitor the pressfax from the 11W satellite
using its two small Caversham dishes in order to free up the 10M
ROSET for other coverage, but none of the tests proved
successful.
C. Communications
1. The bureau commcenter compiled a list of significant
differences between the bureau's locally maintained lateral
services list and the latest version of the BACH lateral
consumer database. This has been passed to LRB for action.
2. After resolving initial wiring problems, the bureau began
sending encrypted traffic on its two Autodin Mode 1
circuits on 6 January.
3. London Bureau once again came to Austria's rescue when that
bureau lost its primary incoming circuit from 7 through 13
January. The London commcenter rerouted traffic to Vienna
via the VCVC and assisted Vienna in coordination with the
Croughton ASC.

D. Lateral Services
At the request of Ambassador Matlock, PMU filed items from the 8
January PRAVDA and the 5 January SOVETSKAYA KULTURA to the
embassy in Moscow for use by Senator Bill Bradley in his
meetings with the authors oi the articles.
E. Technical
1. The bureau continued to be involved in testing of the
wideband tax circuit throughout the month and in attempts
to help Madley identity the source of the intermittent
noise which has been plaguing the circuit since testing
began.
2. Islamabad: At the behest of the Embassy GSO, under
pressure from the Islamabad Capital Development Authority,
the unit on 1 February dismantled the new long-wire antenna
which had been erected in November in an attempt to improve
Tehran medium-wave reception. The antenna will be
relocated within the Embassy compound when a Headquarters
engineer arrives the week of 8 February.

B. Building and Grounds
The BBC has presented the bureau with a cost breakdown for FBIS
requirements for bureau consolidation, now expected to begin in
late 1991. ccording to the bottom line figures FBIS would be
expected to pay 196K and the BBC 1127K. These costs, which do
not include the 10% professional services fee, wiring costs or
VAT, will be used in drafting the 1991 Program Plan.
IV. VISITS
To the bureau: FED Deputy Chief on 21 and 22 January STAT
for bureau familiarization and talks with the BBC, including a visit
to Crowsley Park, and the bureau; Chief Tel Aviv Bureau
on 25 January for talks with the BBC Newsroom and Part 4.
