SUBJECT : Monthly Report -- London Bureau -- March 1988
I. GENERAL
1. A very healthy British economy pushed the dollar down by over 11
cents to the pound during the month with further declines
predicted. This adverse ROE of $1.89 to the pound has
contributed to a personal services deficit of almost $500K at
the midway point in the fiscal year. In another unfortunate
development for the bureau budget, the UK Government announced
price increases of 11 and 5 percent respectively for electricity
and gas effective 1 April.
2. Honeywell Bull, the BBC automation contractors, advised the
Monitoring Service on 28 March that the system as designed will
be unusable unless the size of the hardware is increased,
including a new central processor. The contractors also warned
that they have no more funds for the project. BBC, which has
neither funds nor designated space for the additional equipment,
is now considering its options while maintaining that Honeywell
Bull must meet its commitments within the terms of the fixed-
price contract. The full impact of this development on overall
modernization planning and FBIS is still to be determined.
II. OPERATIONS
A. Editorial/Monitorial
1. General Secretary Gorbachev's 14-18 March visit to
Yugoslavia kept bureau editors busier than ever with
extensive coordination with Vienna and a significant
increase in copy. Wordage figures of over 150,000 were
recorded on 15 and 18 March, with an all-time bureau high
of 185,000 on the 17th.
2. PMU contributed its fair share to the high wordage with
coverage of events in Nagorno-Karabakh and its translation
of the lengthy draft law on Soviet cooperatives. The unit
also quickly processed the pressfax versions of the Soviet-
Yugoslav communique and the Warsaw Pact foreign ministers'
communique and appeal to NATO.

3. The Iran-Iraq war generated a great deal of high-precedence
traffic, with Iran launching operation "Val-Fajr-10" in
Iraqi Kurdistan and the two countries exchanging almost
daily missile attacks on each other's major cities. Unique
Lisbon radio reportage on the attempted coup in Sao Tome
added to the high-precedence traffic.
4. Moscow TV coverage of the Soviet withdrawal of SS-12 and
SS-23 missiles from the GDR and Czechoslovakia in advance
of the INF Treaty ratification provided unique footage of a
Soviet missile unit, most of which was relayed to
Headquarters over Internet.
5. PMU Chief Ind media specialist
attended the first meeting of the FBIS-BBC translation
standardization committee on 10 March. The Committee drew
up a list of subjects for consideration and will meet again
after the list has been discussed and coordinated within
each organization.
B. Coverage
1. BBC made special arrangements for Armenian/Azeri linguist
Mark Sarafyan to remain in Nicosia throughout the month to
assist with coverage of events in Armenia and Azerbaijan.
Upon Sarafyan's 31 March departure, BBC began taking feeds
from Nicosia of Baku and Yerevan Azeri and Russian
programming. It also temporarily assumed early morning
Tehran coverage from Nicosia effective 23 March to allow
Nicosia's Persian/Armenian linguist to concentrate on
Armenian coverage for the duration of the crisis.
2. BBC arranged for a number of French TV feeds from Brussels
to augment coverage of the French election campaign with TV
interviews with leading candidates.
3. British Telecom has advised BBC that it expects to upgrade
the BBC's 50-baud circuits with the TASS London office to
300 baud by 15 April for the TASS English circuit and 15
June for the Russian circuit. The upgrade should eliminate
many of the reception and reliability problems the bureau
has been having with TASS since late 1987.
C. Lateral Services
Swaziland Bureau conveyed thanks from the Embassy DCM for PMU's
quick response to his request for a 7 October LITERATURNAYA
GAZETA article on Africa.
D. Communications
The need to replace Extel machines with computers and to
eliminate papertape became increasingly evident when the bureau
attempted to replace its aging Telex 23's and discovered that
Telex machines producing papertape are virtually unobtainable in

the modern world of communications. An appeal has been sent to
Headquarters to speed up implementation of an earlier proposal
to replace existing teletype equipment with Victor computers.
E. Technical
1. Installation of the new BBC Ku-band satellite antenna and
cabling to the Pressfax room was completed by BBC engineers
during the month. FBIS engineers rearranged the Pressfax
room to accommodate an equipment bay for satellite
receiving equipment, which was also partially installed by
BBC. Once the remainder of the equipment is received and
BBC completes installation, hopefully by mid-April, the
bureau will begin monitoring West European TV for Internet
feeds.
2. The new Internet orderwire system was installed and
commissioned at Madley and Caversham in conjunction with
the early March visit of OTT contractor Dan Wallace.
Inclusion of Nefax transmitting capability to the Internet
system is still awaiting the return of the equipment from
Headquarters, where OTT is making the necessary adjustments
and designing an interface box for compatibility with
Headquarters equipment.
3. Chief engineer has written a new version of the STAT
PMU queueing software to accommodate the FBIS message
format changes. He has also done the preliminary work on
combining this software with BACH, using DESQVIEW to
produce an integrated package.
