Detailed Division Functions
1. Reference (a) announced the approval for the OP-092 charter
forwarded by reference (b), and will be incorporated into a
forthcoming revision of reference (c). This change is effective on
15 July 1988.
2. This memorandum forwards, as enclosure (1), the revised Mission
and Functions statements for OP-092. Additionally, enclosure (2) is
a detailed breakdown of division functional areas, with old OP-codes
annotated in right-hand margin
3. The major changes of this reorganization are highlighted below:
a. A new position, OP-092D DEPUTY DIRECTOR FOR INTELLIGENCE
PRODUCTION has been added. OP-092D is additional duty as
COMNAVINTCOM.

OP-092
Mission: To implement CNO responsibilities for intefligence,
cryptology (less signals security), special security, and
counterintelligence; to serve as the principal staff advisor to
SECNAV and CNO in related plans, programming, and policy matters;
to represent the Department of the Navy on the National Foreign
Intelligence Board, the National Foreign Intelligence Council, and
with other agencies in intelligence matters; and to advise and
assist Navy Department officials in matters of protocol and liaison
with foreign officials.
Functions:

1. Provides intelligence staff support to SECNAV, UNSECNAV, CNO,
VCNO, and OPNAV Principal Officials.
2. Serves as the OPNAV CAO for COMNAVINTCOM and COMNAVSECGRU.
3. Formulates policy and provides oversight with regard to
counterintelligence (including anti-terrorist intelligence),
cryptology (less signals security), and special security.
4. Formulates policy for SCI personnel and information security
programs, including protection of SCI, its disclosures to foreign
governments, and its control and dissemination within the DON.
5. Participates in the formulation, coordination, and evaluation of
national, joint, and naval intelligence estimates.
6. Provides the principal point of contact and advocacy within the
Navy in matters pertaining to intelligence requirements, collection,
production, and dissemination; advises SECNAV and CNO concerning
intelligence equipment, doctrine, and techniques.
7. Directs and coordinates surface, submarine, air and space
warfare intelligence matters and collaborates in the conduct of
related programs with the OPNAV staff.
8. Ensures Navy intelligence and cryptologic systems are compatible
with and, as required, integrated into naval C2 architecture.
9. Validates requirements for RDT&E of systems, equipment, and
techniques relating to OP-092-sponsored programs, except for those
related to C2 information flow and tactical support, which are the
validation responsibility of OP-094.
10. Sponsors all validated intelligence and cryptologic
requirements, including those for which OP-094 is responsible, and
coordinates and collaborates with OP-098 in ensuring their
satisfaction.

11. Coordinates the development of programs of mutual interest with
other Navy Department and DoD offices,as well as U.S. and allied
intelligence agencies.
12. Sponsors the Navy portions of the General Defenst Intelligence
Program, the Consolidated Cryptologic Program, the TCP, and Program
VIII cryptologic training resources, and those intelligence-related
programs designated by the CNO. Ensures that the programs under
OP-092 cognizance receive proper visibility and consideration at all
levels of program development and review.
13. Provides principal point of contact for liaison with foreign
officials accredited to the DON and advises and assists on matters
relating to protocol and official foreign visitors.
14. Represents the DON in the deliberations and activities of the
National Foreign Intelligence Board, and National Foreign
Intelligence Council; and participates, as appropriate, in other
interdepartmental, DoD, and joint service committees.
15. Determines the effectiveness and responsiveness of OPNAV
(0P-092)-sponsored programs and special activities to meet current,
contingency and mobilization requirements of the Navy and
collaborates on actions to correct deficiencies.
16. Collaborates with OP-01 in establishing training, career
development, and maintenance of readiness programs relating to the
programs sponsored by OP-092.
17. Acts as the primary point of contact with OSD, DoD and U.S.
intelligence community agencies, and other foreign and domestic
agencies, as appropriate, on intelligence, cryptologic and security
matters. Serves as the single point of contact within the Navy for
coordinating the forwarding of Navy intelligence and cryptologic
requirements and for maintaining liaison to ensure their
satisfaction.
18. Acts as the focal point for all interaction between the DON and
other departments and agencies of the U.S. government for matters
involving sensitive support; accomplishes necessary coordination,
obtains proper approvals, and tasks appropriate organizations to
provide support.
19. Acts as the Senior Intelligence Officer of the Department of
the Navy.

Mission: To implement OP-092 responsibilities with regard to
intelligence.
Functions:
1. Acts as principal advisor for intelligence collection and
production.
2. Acts for OP-092 to provide intelligence staff support to the
SECNAV/UNSECNAV, CNO, VCNO, and OPNAV Principal Officials.
3. Participates for OP-092 in formulating, coordinating, and
evaluating national, joint and naval intelligence estimates.
4. Coordinates programs of mutual interest with DON and DOD offices
and other intelligence agencies.
5. Acts as OP-092's alternate before the Congress, National
Security Council, the Presidential boards and on other national,
JCS, OSD and departmental boards, committees, and working groups
concerned with intelligence.
6. Exercises overall coordination and direction in matters
pertaining to foreign maritime doctrine, policy and strategy and the
participation of Navy personnel in national intelligence committees,
ensuring policy consistency and guidance as needed.
7. Supports and acts for OP-092 in providing advice and counsel to
SECNAV, OPNAV, DOD, and component commanders concerning the foreign
maritime threat.
8. Coordinates Navy intelligence participation in contingency and
emergency planning, intelligence support to federal drug
interdiction programs, and other policy and planning issues which
impact on the Navy intelligence mission.
9. Acts as OP-092 in the absence of the DNI.

Mission: To implement OP-092 responsibilities for formulating
cryptologic plans and programs, and for integrating intelligence and
cryptologic planning.
Functions:
1. OP-092C is additional duty for the Commander, Naval Security
Group Command.
2. Coordinates mid- and long-range cryptologic planning in response
to national and fleet requirements and ensures program 9
responsiveness to intelligence and cryptologic planning.
3. Represents OP-092 on appropriate national, DOD, and departmental
boards, committees, and working groups.
4. Performs program coordination for the Navy portion of the
Tactical Cryptologic Program and the Consolidated Cryptologic
Program.
5. Coordinates cryptologic activities within the Navy.
6. Coordinates the Cryptologic Direct Support Program and the Navy

justifies these programs and supporting budgets, as required.
7. Advises OP-094 on signals security matters affecting

8. Represents DON in and acts on Defense Courier Service matters.
9. Provides advice on the cryptologic implications of international
politico-military matters and foreign military assistance, and
advises OP-092 in matters concerning foreign release of systems,
equipment, and information for which OP-092 is cognizant.
10. Advises and assists OP-07 in matters concerning cryptologic
support to naval warfare.

Mission: To provide direct support to the DNI for tne collection,
processing, display, and dissemination of current intelligence
information to the SECNAV, CNO, and DON staff elements.
Functions:
1. Maintains a continuous, all-source plot of worldwide military
and geopolitical activity in support of the SECNAV, CNO, and DON
components.
2. Provides direct intelligence support to the office ofothe Deputy
Chief of Naval Operations (Plans, Policy, and Operations) (0P-06)
for the planning and implementation of U.S. Navy contingency
operational plans.
3. Maintains an intelligence briefing section for the production of
daily formal and ad hoc operational intelligence briefings to the
SECNAV, CNO, DNI, and DON staff elements.
4. Produces daily written intelligence summaries for distribution
to the SECNAV, CNO, DON staff elements, and operational commands.
5. Serves as the Indications and Warning (I&W) facility for the
CNO.
6. Maintains watches and plots as required to support OPNAV special
operational tasking and missions.
7. Liaises directly with intelligence commands worldwide in order
to fulfill assigned functions.
8. Represents OP-092 on appropriate boards, committees, and working
groups as required.

Mission: To advise and assist the DNI in legal and legislative
matters related to Naval Intelligence functions.
Functions:
1. Advises OP-092, his staff and other members of the Naval
Intelligence community on legal issues related to intelligence
policy and operations, personnel and personnel security matters;
advises on contractual matters, military justice and other criminal
matters.

2. Acts as the Executive Secretary of the DON's Intelligence
Oversight Board and is primary action officer on Intelligence
oversight matters.

agencies on criminal investigations and prosecutions involving
espionage and other national security offenses.

Mission: To act as the principal point of contact in the Navy for
foreign naval attaches accredited to the Department of the Navy and
to advise OP-092 on matters of protocol, foreign VIP visits and
related matters.
Functions:
1. Acts as the principal point of contact within DON for all
foreign attache matters.
2. Maintains liaison with foreign attaches in order to adwise and
assist them in matters relating to their official duties.
3. Arranges for courtesy calls on U.S. naval officials by foreign
attaches and other foreign dignitaries.
4. Processes and coordinates requests for travel outside the
Washington area by U.S.S.R. and Eastern European military personnel.
5. Coordinates with appropriate DOD offices and other governmental
agencies on matters pertaining to liaison with foreign attaches.
6. Processes clearance requests for visits of foreign Navy ships to
U.S. controlled ports.
7. Processes clearance requests for foreign military aircraft
landing at U.S. naval facilities.
8. Provides guidance and assists members of the Navy Department on
matters of protocol and naval customs and ceremonies.
9. Participates in preparing the list of projected guests of OP-092
and the CNO, and carries out all facets of the plans and
arrangements for visits to the United States by official foreign
guests of CNO, CJCS, SECNAV and SECDEF.
10. Prepares special correspondence and courtesy communiques for the
SECNAV, CNO, and OP-092 for foreign national holidays and, when
directed, appropriate messages of congratulations or condolences to
distinguished foreign officials for all countries.
11. Assists Op-092 with arrangements for official social functions
involving foreign guests.
12. Acts as primary point of contact in the Navy for liaison with
foreign embassies.
13. Coordinates Navy Department portion of U.S. Information Agency
(USIA) Distinguished Visitors Program.

support arrangements between the DON and other departments and

the intelligence community.

special access programs.

support to naval special warfare forces.

Mission: To assist the DNI in his execution of all Naval Reserve
matters and to act as the OPNAV point of contact for DNI reserve
matters by maintaining close and continuing liaison with
COMNAVINTCOM, COMNAVSECGRU, COMNAVSECINVCOM, DIRNAVRESINTPRO and
other DOD/service intelligence communities on all reserve program
matters.
Functions:
1. Advises the DNI on all reserve programmatic matters.

2. Develops OP-092 policy guidance concerning the mission and
mobilization utilization of reserves.
3. Monitors reserve requirements and seeks their satisfaction in
budgetary/manpower process.
4. Develops policy and monitors adequacy of standards for reserve
mobilization training and readiness requirements.
5. Represents the DNI in all reserve forums within the DoN and with
other defense agencies and services.
6. Develops and coordinates policy concerning reserve equipment,
facilities and manpower requirements.
7. Represents DNRIP, COMNAVRESFOR and program technical managers
within the DNI staff.
8. Reviews all recommendations to the DIRNAVRES concerning the
development, location and organization of DNI-sponsored billets,
units and other program structure.
9. Acts as point of contact for SSO Navy concerning security
requirements for the reserve program.
10. Participates in POM consolidation meetings to ensure timely,
accurate submissions of reserve intelligence resource requirements.
11. Develops and monitors policy and guidance concerning utilization
of naval reserve personnel during mobilization, including mutual
support tasking during peacetime,
12. Acts as OP-092 point of contact for NAVCRUITCOM concerning
policy for reserve officer and enlisted recruiting requirements.
13. Acts as DNI point of contact for Reserve ACDUTRA scheduling,
administrative, and training requirements.
14. Acts as DNI point of contact concerning reserve issues for those
units/personnel assigned to mobilize and perform weekend drills
