Vickers, Jr. National Intelligence Officer for Latin America SUBJECT: Agenda for February 1986 Latin America Warning and Forecast Meeting 1. The February 1986 Warning Meeting for Latin America will be held on Wednesday, 19 February 1986, at 1015 hours in Room 7 E 32, CIA Headquarters. Invited agencies and components should please keep their representatives to a necessary minimum because of space limitations. 2. We intend to discuss the following countries/topics: Haiti, Nicaragua, and Libyan support to revolutionary groups in Latin America. Haiti With the collapse of the Duvalier government, several radical leftist exile groups are reported to be trying to return to Haiti. Some have ties to Cuba, Libya, and the PLO. What is the level of their capabilities and do they pose a short- or long-term threat to the government? How extensive is the external support for such an undertaking? Are there any indications of cooperation among the various groups involved? (CIA/ALA - 30 minutes) Nicaragua Opposition political parties, including those of the Nicaraguan Democratic Coordinator (CDN), appear to have lost some of their willingness to confront the Sandinistas after several months of increasing harassment, arrests, and threats. The political opposition shows more caution than it has in the past. Disagreements among leaders are increasing, and the chances for any meaningful unified action seem to be receding. Has the political opposition been intimidated to the point where it virtually has been eliminated as a significant participant? Is anything likely to change the current trend of decreasing activity and increasing backbiting?
