Baker Director, Public Affairs Office SUBJECT: To Address the Defense Intelligence College Commencement and Receive an Honorary Doctorate Degree 1. This is background information to address the Defense Intelligence College's (DIC) graduation ceremony (1000-1145) and to receive an honorary Doctor of Strategic Intelligence from the DIC on Friday, 17 June. The graduation ceremony will be held in the Defense Intelligence Analysis Center (DIAC) auditorium at Bolling Air Force Base. You are also asked to attend a VIP reception for members of the platform party at 0930 in the alcove area behind Auditorium B. 2. Arrangements for Defense Intelligence College's Graduation Ceremony, DIAC Building, Bolling Air Force Base: You are requested to be at the main entrance of the DIAC building at 0920 where you will be met by Dean of the School of Professional Studies, Jim Lucas, and escorted to the office of the DIC Commandant, Rear Admiral Howard Roop, USNR (Ret). There you will meet Director of DIA Lieutenant General Leonard Perroots and Admiral Roop and dress in the academic robes ordered for you. A VIP reception will be held at 0930 in the alcove area behind Auditorium B. At 0958 the platform party proceeds to the DIAC Auditorium and you are escorted to the platform. (See tab for agenda.) The Commandant gives opening remarks and your commencement address is scheduled to begin at 1012. General Perroots will introduce you. The suggested format is 15 minutes of remarks. A podium and microphone will be available. DIA is taping your remarks for the Agency's historical files. A still photographer will take photographs. After your address you will return to your seat and Admiral Roop proceeds to the podium, thanks you for your remarks and asks you to join him at the podium. Jim Lucas reads the citation and the registrar hands the diploma to Admiral Roop and the Doctoral Hood to Dean Lucas who places the hood on you. Then Admiral Roop presents the degree and photographs will be taken. You are to be seated and Admiral Roop gives out the second honorary degree to Dr. Scott. Next on the agenda is the presentation of awards. Then Admiral Roop will hand out diplomas to the 129 students in the graduating class. You and General Perroots will be asked to step forward and congratulate the students. The ceremony concludes with the benediction, and adjournment is at 1145. The platform party exits right to a small side room in front of the auditorium to remove their academic robes. You may keep your honorary hood. Audience: You can expect an audience of approximately 450 graduates, family members, faculty, and distinguished guests. The media is not invited to cover the event. According to the college, foreign nationals will not be in the audience. Background: The combined (for full-time and part-time students) graduation ceremony is the culmination of nine months of postgraduate studies for a group of mid-career intelligence professionals from the Services and other elements of the Intelligence Community. The students are graduating from three different programs: o Senior Enlisted Intelligence Program with 20 graduates representing the military services; o Post Graduate Intelligence Program with 93 graduates representing the different military services, DIA, State Department, and NSA; o Master of Science of Strategic Intelligence with approximately 26 graduates representing the different military services, DIA, State Department, and NSA. After graduation most of the military graduates will be assigned to either their service headquarters or to a specified command as staff intelligence officers supporting flag officers. The Defense Intelligence College founded in 1963 and chartered by DOD directive has over 40,000 military and civilian alumni. In 1980 the college acquired Congressional approval to award a master's degree and gained academic accreditation. The mission of the college is to provide joint educational and training programs to prepare military and civilian intelligence personnel for positions in the national and international security structure and to assist in their career development.
