SUBJECT: Arrangements for Your Speech to the
National Young Leaders Conference
1. You are scheduled to speak to the National Young Leaders Conference
(NYLC) sponsored by the Congressional Youth Leadership Council at 1:00 p.m. on
Friday, 25 March at the Jefferson Auditorium, US Department of Agriculture,
South Building, 1400 Independence Avenue, Wing 4 Entrance, Washington, D.C.
STAT Phone: 447-2911. will accompany you.
2. Arrangements: You are asked to be at the US Department of Agriculture
South Building Wing 4 Entrance at 12:50 p.m. You will be met by Conference
Director Larry Guillemette who will escort you to the Jefferson Auditorium
where you will meet with other staff members (see opposite for biographies)
and the high school students chosen to host you -- Mary Mace from Georgia and
Kathy Sevier from Alabama. Mary Mace will introduce you at 1:00 p.m. and
Kathy Sevier will thank you after your presentation. A podium and microphone
will be located at floor level. Your remarks are scheduled to begin at
1:05 p.m. The suggested format is 15 minutes of remarks followed by
35 minutes of questions and answers. The conference photographer and students
will take photographs during the question and answer period. Adjournment is
at 1:55 p.m.
The conference is taping all speeches and plan to publish excerpts in
their newsletter. Prior to publication, we have asked to review the article
on your appearance.
3. Audience: You can expect 290 outstanding high school students
representing 46 states and 2 territories. (See list of attendees opposite.)
The media will not be present.
4. Conference Agenda: You are scheduled to speak on the fourth day of
the conference. Prior to your appearance, the students will have breakfast
with members of the Washington press corps. Then Director of the Office of
Management and Budget, James Miller, and Secretary of Housing and Urban
Development, Samuel Pierce will speak to the group. You are the only speaker

5. Background: The Congressional Youth Leadership Council is a
non-profit, non-partisan educational organization located in Washington, D.C.
The Council serves as a nationwide educational network by bringing outstanding
youth to the nation's capital to experience the dynamics of constitutional
democracy. The National Young Leaders_Conference is one of the variety of
educational programs that is sponsored by the Council. The theme of this
conference is "Tomorrow's Leaders Meeting the Leaders of Today." Students are
chosen by their school principals or by the Congressional Council for
scholastic achievement, extracurricular activities, and leadership
capabilities. (See background information opposite including list of the
honorary Congressional Board of Advisors.)

Dear Mr.Gates:
This spring the Congressional Youth Leadership Council
will once again sponsor the National Young Leaders
Conference. During a five week period, over 1,600
outstanding high school students will come to our nation's
capital for an intensive educational program. This group
represents the best and brightest of today's youth -
tomorrow's leaders. The enclosed information will serve to
illustrate the scope and content of our program.
The National Young Leaders Conference provides a unique
opportunity for the students to gain an insider's view of
government by interacting with those individuals who shape
public policy. I know you share our concern for educating
youth for responsible citizenship and join us in promoting
active involvement in the democratic process. We are a non-
profit, non-partisan organization which encourages our
students to consider all viewpoints as they endeavor to come
to an understanding of current issues facing our nation. We
certainly hope you can assist us by contributing to the
balance of our program and will honor us by accepting our
invitation to address the_ young leaders of tomorrow during
one of the Conference weeks this spring.

It is our philosophy that we can be of no greater
service to our country than by instilling an appreciation of
our American heritage and democratic institutions in the
"successor generation." It is our hope that your calendar
can accommodate this request and we trust that you will
respond favorably.

Diane Louise Chingren is the Deputy Executive Director of the Congressional
Youth Leadership Council.
Prior to joining the Council, Ms. Chingren was affiliated with Atlantic Richfield
Company (ARCO) in Public Affairs and Special Programs. During her tenure with
ARCO, she was responsible for the planning and execution of a nationwide sports
program, served as liaison to the Los Angeles Olympic Organizing Committee for
the Summer 1984 Games, and edited the newsletter, The United States Olympian.
Ms. Chingren graduated magna cum laude from the University of Southern
California receiving a Masters in Public Administration and Bachelor of Arts in
International Relations. Ms. Chingren now resides in Washington, D.C.
Carolyn A. Harris is the Associate Director of Development for the Congressional
Youth Leadership Council.
Ms. Harris was previously a consultant to the Kodiak Area Native Association
(KANA), assisting in the development of community-based programs for the
Alaskan Natives on Kodiak Island, Alaska and later representing KANA on
legislative issues in Washington. In college, she worked as a legislative assistant for
a lobbying firm and a member of the British Parliament.
Ms. Harris received a Bachelor of Arts degree from the George Washington
University School of Public and International Affairs and has completed work
towards a Masters in Public Policy. Ms. Harris was raised in New York and
Connecticut and now resides in Washington, D.C.
Lawrence F. Guillemette, Jr. is Director of the National Young Leaders
Conference.
Prior to joining the Council, Mr. Guillemette was affiliated with the New Jersey
Governor's Club where he was responsible for all areas of public affairs and press
relations. Prior to his affiliation with the Governor's Club, Mr. Guillemette served
as Press Assistant to Representative Christopher H. Smith, (R-4th-NJ).
Mr. Guillemette received a Bachelor of Arts degree in Journalism, with a minor in
Political Science and Film Studies, from Rutgers University. Mr. Guillemette was
raised in New Jersey and now resides in Washington, D.C.
Sara Jane Aust is the Director of Admissions and Information Systems for the
Congressional- Youth Leadership Council.
Miss Aust's prior work experience includes both political and administrative -
assignments for -a presidential campaign and-extensive-involvement in the field of
survey research.
Miss Aust graduated from Dickinson College with a Bachelor of Arts degree in
Political Science and Economics. Her undergraduate achievements include
selection to a' nationaleconomics honorary society and a national-academic
leadership honorary society. Born in Huntington, New York and raised in the
Virgin Islands, Miss Aust._ currently resides in Annandale, Virginia. --

EXECUTIVE BIOGRAPHIES
Barbara Harris is the Co-Chairman of the Congressional Youth Leadership Council.
Mrs. Harris is an educator by profession. Currently, Mrs. Harris is president of
Washington Educational Resources which conducts a variety of intensive
educational seminars for secondary school students on topics such as international
relations, constitutionalism, and the media.
Between 1956 and 1984, Mrs. Harris served in a number of capacities in the field
of education including: classroom teacher; elementary school principal; director of
elementary education; middle school administrator; assistant to the Deputy
Superintendent of Schools.
Mrs. Harris is a member of the National Council for the Social Studies, the
National Press Club, the American Enterprise Institute, and the National Education
Association. She is listed in Who's Who in American Women.
Born in New York City, Mrs. Harris attended public schools and graduated from
Hunter College with a Bachelor of Arts in Education. In 1972, she received a
Master of Science in School Administration from Hof stra University. Mrs. Harris
resides in Washington, D.C.
Richard Rossi is the Co-Chairman of the Congressional Youth Leadership Council.
Mr. Rossi is currently president of Washington Strategies, Inc. a company providing
political consulting, direct mail, and computer services to candidates for federal
political offices. Having begun his career on Capitol Hill, Mr. Rossi served as the
Executive Assistant to a United States Senator where he was responsible for
administration of the Senator's offices and staff.
Mr. Rossi attended Georgetown University receiving a Bachelor of Arts in
Government. Born in New York City, he was educated in both private and public
schools in Greenwich, Connecticut and Palm Beach, Florida. Mr. Rossi is currently
a member of the Association of American Political Consultants and resides in
Washington, D.C.
John Madison Hines is the Executive Director of the Congressional Youth
Leadership Council.
Prior to joining the Council, Mr. Hines was affiliated with the National
Republican Senatorial Committee where he was Director of Special Projects and
primarily responsible for the development and implementation of long range
programs aimed at improving organizitional efficiency. -
Mr. Hines's academic qualifications include a Master of Business Administration
from George Washington University with an emphasis in business and government
relations and a Bachelor of Arts in Sociology from Western Maryland College.
Born in Lancaster, Pennsylvania, Mr. Hines has been a resident of the Washington
area for the past twenty years. He currently resides with:his wife in Silver Spring, -
Maryland.

National Young Leaders Conference
Program Overview
The National Young Leaders
Conference (NYLC) is a
professionally administered, fully
supervised, six-day civic
education program in the nation's
capital.
The NYLC is uniquely designed
to honor youth who have
distinguished themselves as
leaders in their classrooms,
schools and communities. A once
in a lifetime experience, the
NYLC provides young leaders
with an insider's view of the
American democratic process and
the issues at the forefront of the
national agenda.
The theme of the National Young
Leaders Conference is
"Tomorrow's Leaders Meeting the
Leaders of Today." Throughout the
week, scholars meet with the
nation's leaders, debating current
public policy issues, exchanging
ideas and formulating positions.
Each year, the NYLC brings
several thousand young leaders to
the nation's capital. A great cross
section of America is represented
as all fifty states and territories
actively participate.
In the fall and spring, high school
juniors and seniors are selected to
participate in the National Young
Leaders Conference. During the
summer, college-bound high
school graduates attend the
NYLC Post Graduate Program
which includes valuable college
survival skills ranging from career
orientation and faculty advisor
guidance to campus living.
Congressional Scholars
Young leaders attending the
National Young Leaders
Conference are from public,
private and religious schools
nationwide. Individuals selected
as Congressional Scholars have
met the following criteria:
outstanding scholarship,
leadership, and citizenship.
There are only two ways a young
person can become a
Congressional Scholar. The first
is by direct nomination of their
high school principal, who each
year may nominate up to three
individuals who best demonstrate
academic achievement, extra-
curricular activities and
community service.
The Council also makes direct
nominations of Congressional
Scholars based on survey research
information supplied through
sources similar to those used by
university or college recruiters.
Confidential information, such as
SAT or ACT scores, is not used.
Congressional Scholars truly
represent the best and brightest
of America's youth. They are
civic-minded, conscientious, and
eager. The knowledge gained
from their unique Washington
experience is in turn imparted to
their peers, schools and
communities.
Educational Instruction
The National Young Leaders
Conference complements civics
curricula with its exciting
hands-on approach. Instruction
and curriculum encourage critical
thinking and challenge scholars to
apply their knowledge and values
to policy issues facing the nation.
To facilitate educational
instruction, one faculty advisor is
assigned to every group of 22
scholars. These specially selected
faculty advisors, many of whom
are professional educators, bring
with them a wealth of experience
in program instruction and public
policy.
Daily group meetings conducted
by faculty advisors allow scholars
to actively engage the program
material in a supportive manner.
Extensive peer interaction
facilitates the sharing of
experiences, thoughts and
perceptions and deepens scholars'
appreciation for America's great
diversity.
Much attention is given to
educational curriculum for
Congressional Scholars. Prior to
and during the National Young
Leaders Conference, scholars
receive comprehensive
information to prepare them for
discussion topics, educational
activities, and historical
sightseeing.
The NYLC demonstrates a strong
commitment to honoring and
educating promising youth. It is
the unique curriculum and format,
coupled with the caliber of
Congressional Scholars, that
distinguish the National Young
Leaders Conference as a premier
educational program in
Washington.

Program Format
The National Young Leaders
Conference is uniquely structured
to focus each day on one of the
three branches of government, the
media, or world affairs.
The Executive Day is designed to
draw scholars into the top level of
the administration where they
meet with Cabinet Secretaries and
members of the White House
staff. The day includes numerous
addresses from high-ranking
administration officials discussing
the Washington political arena
and the President's agenda.
The Legislative Day opens with
special greetings by Members of
Congress on the Floor of the
House of Representatives. The
scholars attend legislative issue
briefings and are provided with
individually scheduled
appointments to meet with their
representatives and senators.
Through a government relations
forum comprised of leading
Washington business and public
interest representatives, scholars
learn how special interest groups
impact Congress.
The Judicial Day examines the
judicial branch of government and
the process of legal review.
Experts in the area of judicial
review, the Constitution and the
Supreme Court address the
scholars and speak to their
specific concerns. Scholars are
also able to sit in on sessions at
the Supreme Court and view the
Constitution at the National
Archives.
The Media Day is designed for
scholars to examine the role of
the media and its coverage of
Congressional Scholars visit with Senator Grassley of Iowa.
newsworthy events. A highlight of
the day is a special breakfast at
the National Press Club which
enables Congressional Scholars to
confront a panel of senior
members of the Washington press
corp and ask dynamic questions
about the media in society.
The World Affairs Day is
designed to stimulate student
awareness of issues confronting
the global community. Discussions
focus on critical issues such as
terrorism, trade relations, and
world peace. Briefings are held at
the Department of State, the
Organization of American States,
and the Pentagon. Dividing into
small groups, Congressional
Scholars are given the unique
privilege of being hosted by
ambassadors at their respective
embassies.
The Mock Congress
The Mock Congress is an
extensive educational exercise
which enables scholars to
understand firsthand how
legislation is enacted. In the Mock
Congress, scholars take a bill
through the congressional hearing
process, lobbying fellow
members, adding amendments,
then casting their final votes on
the 'floor of the House of
Representatives.' The Mock
Congress is a favorite activity of
Congressional Scholars.
Historical & Cultural
Activities
The NYLC program enables
scholars to visit the nation's
historic monuments and
independently explore the
Smithsonian museums and the
National Gallery of Art.

Admissions
Applications for the National _
Young Leaders Conference are
accepted on a first-come-first-
served basis. _
Participation in the NYLC is
approximately 250 Congressional
Scholars per session. Enrollment
is limited to provide maximum
scholar participation in activities
and speaker questioning.
Tuition
The Conference tuition is $540.00
and covers all program costs,
including instructional materials,
accommodations, meals, and
transportation while in
Washington. Scholars are
responsible for travel costs to and
from Washington and incidental
expenses.
Scholarships
The Council actively seeks
corporate Support for participant
scholarships. While the number of
scholarships available is limited,
the Council has prepared an
extensive fund-raising guide, The
Local Scholarship Initiatives for
Congressional Scholars, for all
interested students upon request.
This carefully constructed guide
helps scholars seek financial
assistance from local businesses
and community organizations.
Past scholars have been
tremendously successful in their
efforts.
Accommodations
Congressional Scholars
participating in the National
Young Leaders Conference during
the fall and spring are housed at
the National 4-H Center located in
Bethesda, Maryland. To provide a

celebration of the Bicentennial of the Constitution, our
charter of limited government. In the constitutions of many
countries, the government tells the people what they are
allowed to do. In America's Constitution, though, "We the
People" tell the government what it can and cannot do.
Your conference symbolizes what is best about our free and
open society. As you study the Federal government and its
functions, I know you'll reflect on our Nation's fundamental
purposes and gain a new sense of appreciation for the public

campus in suburban Washington,

Supervision
Congressional Scholars are
supervised 24 hours a day from
their initial arrival until their final
departure. Conference staff and
faculty advisors oversee all
activities and reside with the
scholars at the Conference site. In
addition, night security
is provided.
Recognition of Achievement
To publicly honor Congressional
Scholars, the Council informs
scholars' local newspapers of
their selection to the National
Young Leaders Conference. To
provide personal recognition for
their meritorious achievement in
scholarship, leadership and
citizenship, scholars are honored
with the Council's "Youth
Leadership Award." Congressioanl
Scholars also receive a letter of
welcome from the President as
recognition of their achievement.
As recognition of achievement is
additionally important to college
recruiters and civic organizations,
the Council verifies scholars'
participation upon request.
Future Oportunities
Many alumni volunteer to serve
as references for future scholars.
For Congressional Scholars
desiring a greater Washington
educational experience, they may
be offered an internship with the
Council or their congressional
office.

Youth Leadership Council?
The Congressional Youth
Leadership Council is a non-profit,
non-partisan educational
organization located in
Washington, D.C. The Council
serves as a nationwide educational
network by bringing outstanding
youth to the nation's capital to
experience the dynamics of
constitutional democracy.
The Congressional Youth
Leadership Council is founded on
the belief Americans have a
responsibility to educate young
people for the citizenship and
leadership roles they will inherit
as future leaders of the nation.
Fostering these young leader's
belief in democratic principles,
strengthening the goals they
strive toward, and inspiring them
to lead responsibly are the
guiding principles behind the
Congressional Youth Leadership

Programs
The Congressional Youth
Leadership Council is involved in
a variety of educational programs
to honor young people who best
demonstrate excellence in
citizenship, leadership and
scholarship. The Council's
programs honor outstanding youth
nationwide from diverse social,
economic and cultural
backgrounds.
The Council's educational
programs provide a strong
complement to school civics
curricula through a "hands-on"
approach to teaching American
government.
The major program of the Council
is the National Young Leaders
Conference. Each year, several

History & Governance
The Congressional Youth
Leadership Council was
incorporated as a non-partisan,
non-profit 501(c)(3) organization in
1985.
The Council originated as the
successor organization to the
highly acclaimed Election '84
Youth Inaugural Conference
which brought young leaders
nationwide to Washington to
experience the Presidential
Inauguration in both an
educational and civic context.
Over the past several years, the
Council has grown in size, scope
and reputation. In 1987, the
Congressional Youth Leadership
Council was awarded the
Freedom Foundation's prestigious
Valley Forge Honor Certificate
for Excellence in the category of
Community Programs.
As a non-partisan organization,
the Council does not support any
particular political ideology or
candidates seeking office.
As a non-profit organization, the
Council neither seeks nor receives
federal funding. The Council is
funded directly through student
tuition and by contributions from
Corporations and foundations.
An appointed board of directors
determines policy governing
matters of the Congressional
Youth Leadership Council.
Honorary Congressional
Board of Advisors
The Council is guided by an
Honorary Congressional Board of
Advisors consisting of more than
half the members of the United
States Congress. While members
of the Council's Honorary
Congressional Board of Advisors
reflect a variety of political
viewpoints, they unanimously join
the Council in its commitment to
honor outstanding youth.
The Honorary Board of Advisors
provide the Council with speakers
and assist in the development of
programs and activities. Members
also work with the Council in
generating program scholarships.
Washington Community
The success of the Congressional
Youth Leadership Council also
rests upon a large network of
support from leaders in the
Washington community who join
the Council in its civics education
commitment.
These leaders from the executive,
legislative and judicial branch, the
media, diplomatic corps and
business sector generously
contribute to the Council's
programs their valuable time and

secondary school students on

Between 1956 and 1984, Mrs.
Harris served in numerous
educational capacities including:
classroom teacher; elementary
school principal; middle school
administrator; assistant to the
Deputy Superintendent of
Schools.
Mrs. Harris is a member of the
National Council for the Social
Studies, the National Press Club,
the American Enterprise Institute,
and the National Education
Association. She is listed in Who's
Who in American Women.
Mrs. Harris received a Bachelor
of Arts degree from Hunter

degree from Hofstra University.

Mr. Rossi is currently president
of Washington Strategies, a
company providing management
consulting, direct mail, and
computer services to candidates
seeking federal political offices.
Having begun his career on
Capitol Hill, Mr. Rossi served as
the Executive Assistant to a
United States Senator where he
was responsible for administration
of the Senator's offices and staff.
Mr. Rossi is an active member of
the Association of American
Political Consultants.
Mr. Rossi attended Georgetown
University, where he received a
Bachelor of Arts degree in
government.
Born in New York City, he was
educated in both private and
public schools in Greenwich,
Connecticut and Palm Beach,
Florida.
Mr. Rossi lives in Washington,

Mr. John Madison Hines
Executive Director
Before joining the Council, Mr.
Hines was affiliated with the
National Republican Senatorial
Committee where he was Director
of Special Projects.
During his tenure with the
Committee, he was primarily
responsible for the development
and implementation of long-range
programs aimed at improving
organizational efficiency.
Mr. Hines' academic qualifications
include a Master of Business
Administration from George
Washington University with an
emphasis in business and
government relations. Mr. Hines'
Bachelor of Arts degree is in
sociology from Western Maryland
College.
Born in Lancaster, Pennsylvania,
Mr. Hines was educated in public
and private schools. He has been
a resident of the Washington
area for the past twenty years.
