Analysis
The Office of Soviet Analysis (SOVA) drafted an assessment for
Secretary Shultz on how reform of the Supreme Soviet will affect
emigration policy.
The Office of Scientific and Weapons Research (OSWR) participated in
the NSC's review of a draft National Security Decision Directive
(NSDD) on the development of approaches to forecasting Soviet
technology requirements from the West based on Soviet weapons
developments. The new NSDD would require consolidation of all
existing technology transfer databases into a single system.
The Office of Global Issues (OGI) prepared material for Attorney
General Thornburgh and the National Drug Policy Board on Bahamian
Prime Minister Pindling's antinarcotics strategy and its impact on
Nassau's increasingly confrontational relationship with Washington.
The Office of African and Latin American Analysis (ALA) prepared
background thaterial on Panama and Central America for Colonel Watson
of Vice President-Bush's staff.

Legislation extending the Voluntary Leave Transfer Program for five
years passed both the House and Senate and is awaiting the President's
signature. To date, 24 cases have been approved at the Agency and
16,000 hours of leave have been donated. Twenty Maternity/Paternity
Leave-Sharing Program cases have also been approved; 3,269 annual/sick
leave hours have been shared between spouses.

Public Relations Unit
presentations at the University of Georgia were received
enthusiastically both by students and faculty. The dialogue focused on
collection and analysis as well as covert action, and student questions were
reasonable and thoughtful. This was similar to reactions at most of the
schools Hulnick has visited this semester.

In response to a National Security Council request for
an analysis of the Gorbachev leadership's Asian policy
statements, the Foreign Broadcast Information Service (FBIS)
prepared a detailed report entitled "The Soviet Union's East
Asian Policy: Gorbachev's Agenda," which drew heavily on the
General Secretary's 1986 speech in Vladivostok, his 1987
interview with the Indonesia paper MERDEKA, and this September's
speech in Krasnoyarsk. The report was disseminated by the Wire
Service on 26 October and a hard copy version was delivered to
Assistant Secretary of State Sigur, Deputy Assistant Secretary
Roy, and NSC senior Asian official Kelly on the 28th, in time
for their departure for consultations with the Soviets. 25X1

? On 28 October, a National Photographic Interpretation
Center (NPIC) analyst briefed General William Burns, Director,
Arms Control and Disarmament Agency, on construction details of
the large phased array radar at Krasnoyarsk. This presentation
will support General Burns while he is in Geneva to hear Soviet
proposals on possible ways to resolve ABM treaty compliance
issues.
? On 1 November, NPIC analysts briefed L. Paul Bremer, the
Ambassador-at-large for Counterterrorism, on Syrian support for
terrorism in Lebanon. Discussions centered on the status of
terrorist training camps associated with the Abu Nidal Organiza-
tion and other radical Palestinian groups in the Bekaa Valley,
as well as the proximity of Syrian military forces to the camps.
Also attending the briefing were Ambassadors Adams and McManaway
of the Office of the Ambassador for Counterterrorism, and numer-
ous State Department regional and counterterrorism analysts.

Policy Support
The Office of Soviet Analysis (SOVA) drafted an assessment for Secretar
Shultz on how reform of the Supreme Soviet will affect emigration policy.
SOVA briefed the Director of the U.S. Arms :Control and Disarmament Agency
(ACDA), General Burns, on the Krasnoyarsk radar issue, and Deputy Director of
ACDA, Lyon Hansen, on the role of civilian experts in Soviet decisionmaking.
The Office of Scientific and Weapons Research (OSWR) and a representative of
the Technology Transfer Intelligence Committee's Center for Anticipation of
Soviet Technology Acquisitions and Requirements participated in the National
Security Council's (NSC) review of a draft National Security Decision Directive
(NSDD), "National Policy on Strategic Trade Controls." The draft NSDD addresses
development of approaches to forecasting Soviet technology requirements from the
West based on Soviet weapons developments and would require consolidation of all
existing technology transfer databases into a single system.
The Office of East Asian Analysis (0EA) and OSWR briefed the Assistant
Secretary of Commerce on developments in China's microelectronics industry,
Including the possibility of the Coordinating Committee (COCOM) violations
arising out 7f China's new science and technology agreement with West Germany.
The Office of Global Issues (OGI) prepared material for Attorney General
Thornburgh and the National Drug Policy Board on Bahamian Prime Minister
Pindling's antinarcotics strategy and its impact on Nassau's increasingly
confrontational relationship with Washington.
The Office of European Analysis (EURA) together with the Institute for
Defense Analysis sponsored an off-site conference on NATO. The discussions among
senior government officials and outside specialists revealed concern over the

defense resources in the face of Gorbachev's "charm offensive." Experts were
less united on the advisability of a more autonomous European pillar.
The Office of African and Latin American Analysis (ALA) prepared background
material on Panama and Central America for Colonel Watson of Vice President
Bush's staff.
ALA analysts briefed Robert Pastorino of the NSC on Araentina as part of a
continuing dialogue on Latin American issues.
Other
SOVA hosted the DCI's Military-Economic Advisory Panel. Briefings
concentrated on economic modernization, defense economics, and foreign trade
issues.

Party spoke on "South African Elections Aftermath."

5. OC Field Engineer Minority Co-op Program representatives briefed and
interviewed 31 prospective applicants at the Technical Electronics Solid State
Training (TESST) School in Hyattsville, Maryland. Nine TESST students will be
considered for sponsorship.
7. The Office of Training and Education (OTE) sponsored a lecture by
Harvard professor Richard Pipes on "Gorbachev and Perestroyka: An Historian's
Perspective" to about 100 students. OTE also presented a special program on
"Soviet Science and Technology" to 63 NPIC students. Speakers included the
National Intelligence Officer for Science and Technology and the Deputy
Director of the Office of Science and Technology Policy, Executive Office of
the President.

9. The Office of Personnel reports that legislation extending the

10. The Office of Information Technology (OIT) completed the first of
eight scheduled relocations of PBX equipment from the Original Headquarters
Building to the New Headquarters Building. Three major equipment items were
moved and put in operation in the new Agency Computer Center with no
interruption in service.
11. Guest speakers at the recent "Federal Conference on Computer Support
for Handicapped Individuals" highlighted OIT's Physically Challenged Employee
Resource Information Center as a successful effort to support handicapped
federal employees.
