The DI's Office of African and Latin American Analysis (ALA) briefed
Senator Pell (D-RI), Chairman of the Senate Foreign Relations
Committee, on Cuban domestic and foreign policy.

-- Agency recruitment on college campuses sparked several calls to the
Public Affairs Office (PAO) from student journalists at Princeton, who
were particularly interested in CIA's hiring policy on homosexuals.
Meanwhile lerted PAO
that its planned information session at Brown University on 1 December
and the recruiting program scheduled for 2 December may draw
demonstrators from around New England. The University Administration
may postpone both functions if it appears that the university cannot
maintain appropriate security.
-- Two manuscripts have been submitted to the Publications Review Board
this week for review including a collection of the public speeches of
former Director Casey. The compilation was arranged by Herb Meyer,
former vice Chairman of the National Intelligence Council, and
includes his introductory comments to each speech.

Analysis
The Office of Near Eastern and South Asian Analysis (NESA) and the
Counterterrorism Center (CTC) prepared a joint typescript for Lt Gen
Colin Powell assessing PLO Chairman Arafat's direct, personal
involvement in terrorism, in connection with Arafat's visa request.
NESA prepared background papers for the trip to South Asia of
Assistant Secretary of Defense Richard Armitage and Assistant
Secretary of State Richard Murphy.
-- The Office of Personnel (OP) reports that as of 17 November, total
Combined Federal Campaign contributions were $341,709, or 67.8 percent
of the Agency's 1988 goal of $504,000.

-- Final, written responses to Questions for the Record on the FY 1990-91 CIA
program request have been provided to the OMB examiner.
-- We are currently preparing the Program Call for FY 1991. This document,
which kicks off the next budget build, will be delivered to Agency
components in early December.
-- The Executive Committee met to 25X1
discuss FY 1991 program guidance. The Comptroller will prepare fiscal and
program guidance for each'Directorate reflecting decisions reached at the
conference.
-- Agency program briefings continue for Gina Genton, the Senate Intelligence
Committee staff reviewer for the CIA budget.

Media Relations
Public Affairs continued to receive some queries on the DCI's tenure, but
media attention this week was generally directed away from CIA. Recruitment
on college campuses sparked several calls from student journalists at
Princeton, who were particularly interested in CIA's hiring policy on
homosexuals.
Unclassified background briefings were arranged for THE NEW YORK TIMES on
terrorism in the Middle East; THE PHILADELPHIA INQUIRER on the Philippines;
and THE WASHINGTON POST on CIA's History Staff.
Executive Appearances and Invitations
Arrangements were made for the DCI to tour the Defense Mapping Service
(DMS) on Monday, 21 November at the Hydrographic/Topographic Center.
Director, Intelligence Community Staff.Lt. General Edward Heinz accompanied
the Director on the tour. The DCI was briefed by Director, DMA,
Major General Robert F. Durkin; Deputy Director of Management and Technology,
Penman R. Gilliam; and Assistant Deputy Director for Programs, Production and
Operations, Bill E. Robinson. R '.

6. On November 17 Dick Lehman, former Chairman of the National
Intelligence Council, spoke to SIS officers at the Office of Training and
Education's (OTE) seminar on "The Presidential Transition: Lessons from the
Past." His remarks included recollections and personal experiences on the CIA
role in transitions from 1952 up through 1980.

8. OTE's Guest Speaker series sponsored Katharine Graham, chairman of
the Washington Post Company, who spoke to a packed auditorium on 16 November.
Speaking on "Secrecy and the Press," she stimulated a thoughtful discussion.

interagency review board searching for.. items pertaining to national security
in an estimated 500,000 pages of President Nixon's White House documents. The
Counsel to the President directed this review prior to the National Archives
and Records Administration's opening of the documents to the public on

11. The DDA and the Director of Information Technology presented the 1988
Mentor Awards to OIT employees 25X1
at a ceremony in a Headquarters 25X1
auditorium. The award program recognizes individuals who not only meet high
performance standards but also bring out the best in their fellow employees.
13. On 18 and 19 November, OL moved 55 people from OIT Original
Headquarters Building to the South Tower, New Headquarters Building.

15. The Office of Personnel (OP) reports that as of 17 November, total
Combined Federal Campaign contributions were $341,709 or 67.8 percent of the
Agency's 1988 goal of $504,000. In addition, the Agency's Employee Assistance
Fund and Personal Service Aid Society have received donations of $59,840 and
$30,597, respectively.
16. OP held its annual Open Season Symposium for 350 retirees, the
largest attendance to date. The main topic of interest was catastrophic
medicare coverage legislation which was addressed by speaker Roger Goodacre of
Health Care Financing Administration.
