Media Relations
D/PAO and staff continued talking to major media representatives covering
intelligence in an effort to downplay the question of the retention of DCI
Webster, advising them that we are awaiting the decision from President-elect
Bush.
Unclassified background briefings were arranged for Lally Weymouth on
South Africa; Cord Meyer on the Soviet Union; and Ted Ryan on Yugoslavia.
Executive Appearances and Invitations
Arrangements were made for the DDCI to address the class of 1989 of
approximately 170 US military and federal civilian personnel on Monday,
5 December at the National War College. The classified address will be on
National Security Decisionmaking--the relationship between the Intelligence
Community and senior national security policymakers.

? Responding to intense Community interest in the latest
round of ethnic violence in the Soviet republics of Armenia and
Azerbaijan, the Foreign Broadcast Information Service (FBIS)
Bureaus in London and Nicosia have intensified their monitoring
efforts of Armenian and Azeri language broadcasts. This has
resulted in a significant volume of material from these
languages being disseminated via the FBIS Wire Service to high-
level consumers. FBIS has also intensified coverage of Estonian
media, reporting key speeches and developments in the ongoing
confrontation with Moscow over the sovereignty issue.
? The Director of the Office of Technical Service (OTS)
briefed an all-hands gathering of OTS employees in the Headquar-
ters Auditorium on 18 November. The Director provided an update
on the state of the Office, and afforded an opportunity for
personnel from outlying buildings to tour the OTS facilities in
the New Headquarters Building.

for USSR (Nb/USSR) drafted a memorandum for the National Security Council's
Perina on "Implications of Gorbachev's Strengthened Position."

Murat Nati rboff hosted a conference on counterintelligence issues and
perspectives. Senior representatives from all agencies participated. Working
level cooperation and team work among agencies is improving on counter-
intelligence and security issues. It was also agreed that Soviet and hostile
intelligence activity is more robust and aggressive than previously believed.

presented a paper on Soviet" Di lemmas in Eastern Europe:

the Advancement of Slavic Studies (AAASS) in Honolulu, 18-22 November. En
route Bob stopped in Los Angeles, where he visited RAND and UCLA and gave a
talk on "Gorbachev and Eastern Europe," and San Francisco, where he gave the
opening address at a Hoover/Stanford conference on "US Policies toward Eastern
Europe in the 1990s." (Assistant NIO for Europe)
Larry Budge will visit the Warrior Preparation Center in Stuttgart, where
he will be the Senior Red Player in the NATO central army group wargame. (NbO
for General Purpose Forces)
Jack O'Donnell, with officers from the Di rectorate of Operations, attended
briefings at the Strategic Studies Group VII for the Chief of Naval Operations
in Newport, Rhode Island. (Nb O for Near East and South Asia)
Larry Gershwin is scheduled to participate in a two-day session with the
Defense Science Board on strategic force modernization; in briefings to
General Welch, Chief of Staff of the Air Force, and Vice Admiral Howe,
Assistant to the Chairman, Joint Chiefs of Staff, on Soviet strategic forces
under a START agreement and the potential for breakout; and in a quarterly
meeting of the SDI Advisory Panel, chaired by Di rector, De Ise Intelligence

8. The Office of Personnel reports that as of 25 November, the Combined
Federal Campaign contributions totalled $420,210, 83.3 percent of the 1988
goal of $504,000.
9. The Office of Medical Services inspected the asbestos abatement
barrier Asbestos removal will begin on 25 November and
last until approximately 16 December. Air monitoring in occupied areas of the
building will be conducted to ensure compliance with government regulations.
