Analysis
-- The Office of East Asian Analysis (OEA) prepared several typescripts on
North and South Korea in support of the Deputy Secretary of Defense's
visit to Seoul in May. The papers covered issues ranging from the
terrorist threat to the Olympics to the prospects for South Korean
economic growth.
-- The Office of Soviet Analysis (BONA) briefed the Assistant Secretary of
State for Asia and the Pacific on Soviet policy toward East Asia in
preparation for his talks in Paris with Soviet Deputy Foreign Minister
-- The NIO for General Purpose Forces will travel to Europe this week to
brief General Galvin, Supreme Allied Commander, Europe, on the IIM:
Soviet-Warsaw Pact Capabilities Against United States Special Operations
Forces in Eastern Europe.
-- The NIO for Near East and South Asia and the Assistant NIO for the USSR
cochaired an interagency meeting on Afghanistan, the outcome of which
will be a tutorial for policymakers on what the Intelligence Community
can and cannot do with respect to monitoring the withdrawal of Soviet
forces from Afghanistan.
-- The Assistant NIO for Africa will discuss sanctions against South Africa
at a meeting sponsored by the Carnegie Endowment for International
Peace, while the Assistant NIO for the USSR will present a lecture this
week at Cornell University on "The Politics of Reform in the Gorbachev
Era."

-- On 18 April, the Office of Logistics awarded the West A Parking Lot
construction design contract, which will result
additional parking spaces on the Headquarters compound.
An Office of Medical Services psychologist briefed Agency spouses
preparing for overseas on how to cope with frequent TDYs, extended work
hours, and behavior in young children. prior to a move.
The Office of Information Technology (OIT) has acquired a braille
printer, which prints braille, regular text, or a combination of both on
the same page. OIT also has acquired a telecommunications device for
the deaf that will enable its career management and training personnel
to communicate with deaf employees and applicants via telephone.

More Hearings on the Stokes Bill: The House Foreign Affairs
Committee apparently intends to hold its own set of hearings on
the pending Stokes bill on intelligence oversight. The bill, now
awaiting markup by the House Intelligence Committee, will then be
referred to the Foreign Affairs Committee, probably within the
next couple of weeks. Foreign Affairs plans to have at least one
full Committee hearing in open session sometime in May, with the
Director of Central Intelligence and the Secretary of State among
the invited witnesses. Both the majority and minority membership
of Foreign Affairs want such a hearing, and the staff expects that
most, if not all, of the 47 members (representing a wide political
spectrum) will attend. We will keep you apprised of developments.
Senate Authorization Bill to Include Advisory Committee
Provision: Acceding to our recent request, the Senate
Intelligence Committee staff has informally indicated that at next
week's markup, the Committee will include in its version of the
FY-1989 Intelligence Authorization bill the so-called "advisory
committee" provision. That provision will once again allow
military retirees who serve on the Director's advisory committees
created under the National Security Act of 1947 to be fully
compensated for their services. Due to the time constraints
involved, the Senate provision will address only the Director's
advisory committees. It is possible, however, that at some later
point in the legislative process the provision might be expanded
to include advisory committees of the National Security Council
and Federal Emergency Management Agency, the two other agencies
authorized by the 1947 Act to have such committees. Meanwhile,
the House Intelligence Committee staff has indicated to us that it
would not oppose the provision at the Conference on the
authorization bill. In fact, the Committee might agree to a floor
amendment on the House bill adding the provision.

-- The Office of the Comptroller has provided the Executive Director and the
deputy directors and their staffs the agenda and related materials for a
Comptroller's meeting on 29 April. The meeting is to review and assess
the status of budget execution for FY 1988.
1989
Directorate stiffs and Office of the Comptroller personnel have been
handling a heavy volume of congressional "questions for-the record" during
the past two weeks. The often very detailed questions have required quick
responses as the committees seek the answers as they mark up our FY 1989
budget.

On 3 and 4 May, the Intelligence Community Staff will be conducting its
annual review of one-fourth of the base portion of CIA's budget. Those
offices selected for this year's ICS review will explain their use of base
resources and will indicate which of their investment programs will be
folded into the base in FY 1990.

Executive Appearances and Invitations
The DCI addressed 350 Air Force officers at a Dining-In in honor of
General Bissell's retirement at Andrews Air Force Base Friday, April 15th.
The officers appreciated hearing the Director's views on interagency
coordination and the National Estimates' process.
The DDCI spoke to two groups in Mississippi on April 20th. His address to
the Executive Forum Luncheon was well received by 40 prominent Jackson area
businessmen, state government officials and members of academia. The
attendees reported that the DDCI was a "most knowledgeable individual and
right on target on the subjects that he covered." Twice the number of
students (600) than originally expected attended the DDCI's lecture on campus
at Mississippi State University in Starkville. The project coordinator
reported that the students were "110 more attentive than was customary." The
Starkville DAILY NEWS ran a "good" front page article on the DDCI's address
according to the director of the program, Dr. Radvanyi.
Public Relations Unit
Fifteen university/college Deans are now slated to attend the 2 May 1988
DCI Program for Deans, and most of the Agency's key senior officers will be
involved in meeting or speaking with them. We are now beginning to plan for
the next academic year and have already begun to receive some invitations.
