1Ve transmitted appeals of Authorization Committee actions on the FY 1989
budget to-the Intelligence Community Staff in preparation for the.
Intelligence Authorization Conference.
The Comptroller's office is compiling a list of Agency unfunded
requirements for FY 1989. This list, and the Comptroller's
recommendations of what requirements should be covered, will be presented
to the Executive Committee at the off-site conference in June.

Media Relations
At PAO's request, John Walcott, WALL STREET JOURNAL, spoke to the
Intelligence Issues and Challenges course on the dilemma of "the people's
right to know" and the need for secrecy. The Deputy Chief, Media Unit.
followed Walcott's presentation with a discussion of what CIA's role with the
media should be. Background briefings were arranged for Lindsey Gruson,
NEW YORK TIMES, on Central America and Cord Meyer on Hungary.

Executive Appearances and Invitations
The DCI spoke to an audience of 500 lawyers and judges representing the
U.S. District Court of the District of Columbia and the U:S. Court of Appeals
for the D.C. Circuit at the 1988 Judicial Conference~in Williamsburg, The
Chairman of the conference, Judge Ruth Ginsberg, commented that the Director
"conveyed great integrity and that the feeling in general was that the speech
was truly inspirational." She added that the DCI's appearance was the ,
highlight of the conference.
DCI also presented The SASA William 0. Baker award to Dr. Edwin H.~Land at
the SASA Annual Awards Testimonial Dinner on 25 May. Dr. Baker received the
award for Dr. Land who could not attend.
The DDCI addressed approximately 500 members of the Austin Council on
Foreign Affairs and Friends of the LBJ Library. The attendees represent
leaders of the business and university communities interested in foreign
affairs.

The Office of Near Eastern and South Asian Analysis (NESA) briefed
Ambassador-designate April Glaspie, Special US negotiator on Lebanese
political reforms. The meeting reviewed recent developments in Lebanon,
particularly the protracted Hizballah-Syria standoff in the southern suburbs
and implications for.US-Syrian political negotiations in Lebanon. The hostage
situation and Syrian militar capabilities to effect a rescue of the hostages
was reviewed as well.
Contacts with Congress
OSWR, MESA, and OGI briefed Congressman Markey and. several staffers from
the House Foreign Affairs Committee on US arms and technology security issues
in Pakistan.

SUBJECT: Weekly Report for Period Ending 26 May 1988
1. The Office of Information Technology reached Initial Operating
Capability for the basic recordkeeping functions of the Office of Personnel's
automated FERS-THRIFT (Federal Employees Retirement System-Thrift Savings
Plan) system.
2. The Office of Medical Services is providing advice and assistance to
the Onsite.Inspection Agency, which is preparing to deploy teams into remote
areas of the Soviet Union to verify provisions of the INF Treaty.
4. The Office of Training and Education jointly sponsored with the
Directorate of Intelligence a seminar on "Oil Policy and Modeling the Energy
Sector" for some 20 Agency analysts and others working on energy issues.
