SUBJECT: Weekly Report
House Legislation on Congressional Oversight: As expected,
Chairman Stokes has introduced legislation (co-sponsored by
Boland and McHugh) that in most key respects parallels the
Cohen/Boren bill. It has been referred jointly to the
Foreign Affairs and Intelligence Committees, and the latter
plans to hold hearings on the bill in February. You no doubt
will be asked to appear at some point. We have learned that
Stokes decided against including in the bill the establishment
of a statutory Inspector General. Thus far, no House Member
has introduced any 1poi7lation mandating a statutory Inspector
General for CIA.

We are still awaiting decisions on the size of the FY 1989 National
Foreign Intelligence Program and CIA's total within the NFIP. Once our
total has been decided, the Executive Committee will meet on program
levels by Directorate. Only then can the components begin final
preparation of our congressional budget submission--now likely to reach
Congress in late February/early March.
1990-91
-- Given the slippage in 1989 budget preparation, the Comptroller has delayed
by one month his call for 1990-91 New. Initiatives--from 20 January to
19 February.

25X1 met on 22 December with Richard Ramsey, a policy analyst at
the Department of Interior, to discuss some ide Ramsey had after hearing a
125X1 panel discussion on Intelligence, in which participated, back in
October. As it turns out, Interior suffers a goo deal more political
pressure on some issues than we do, complicated by the great number of
political appointees in their system. Nevertheless, there are some
125X1 similarities, will be lecturing in January to students and faculty
in the Public Policy Program Ramsey attended at the University of Michigan.

Executive Appearances
The Director spoke in an off-the-record session at the Council on Foreign
Relations on December 17. Members of the audience thought it was a
"spectacular" evening and appreciated the Director's candor during the
question and answer period. The Council members "were pleased about the way
the Director handled the students and were impressed that he had visited a
college campus." One guest said that "he appreciated hearing a leader of our
government discuss his experiences in supporting our policy makers."
Public Relations Unit
25X1 meeting with the Director of OT&E on 18 December led to an
25X1 agreement to work more closely with OT&E's action officer for
the officer-in-residence program. We have since heard that the Agency will
be offered an officer-in-rpsidpncp nncitinl at Norwich University in Vermont
25X1 for 1988-89. met on 22 December with Noel
Firth, an officer-in-residence at Georgetown, to provide some materials Firth
could use in the classroom. We agreed to stay in touch with each other.

Contacts with Congress
SOVA briefed Senators Bradley, Cohen, and Specter on Soviet strategic
targeting goals and requirements and on how they may be impacted by INF and START
agreements.
ALA and SOVA briefed five members of the House Foreign Affairs Committee on
insurgencies in Mozambique and Ethiopia and on Soviet policy toward these two
countries and toward Africa in general
The Office of European Affairs (EURA) and the Office of Near Eastern and
South Asian Analysis (NESA) provided intelligence briefings to Charlie Battaglia,
a senior aide to SSCI member Senator Specter, to help him prepare for his trip
with the senator to Czechoslovakia, Romania, Yugoslavia, and some Middle Eastern
countries.
EURA briefed Congressman Wolf on human rights in Romania. The congressman
has written an amendment to the US trade bill that attempts to penalize Romania's
human ri h s r ?rmance by suspending their "most favored nation" trade

2. In early December the Director of Training and Education (OTE) hosted
a meeting of training directors from the Intelligence Community. The
resulting discussions identified areas of possible resource sharing and
highlighted topics on which community workshops might prove mutually
beneficial.
3. OTE conducted a Chief Executive Officer (CEO) Colloquium in Atlanta
on 15 and 16 December for 15 Agency SIS officers. Sessions were held with
Sam Ayoub, retired chief financial officer and senior executive vice president
of the Coca Cola Company and present president of China/Tech; Ronald Green,
president and CEO of 21st Century Robotics; Kenneth Cannestia, executive vice
president at Lockheed Aeronautical Systems Company; and William Johnson, CEO
and vice chairman of the board, Scientific-Atlanta Incorporated.
