The Senate Labor and Human Resources Committee cancelled its January
27th markup of S. 1906, a bill to ban the private use of polygraphs.
The action was prompted by a threat from Senator Quayle to offer an
amendment striking from the bill that section which exempts the Agency's
polygraph program from coverage under the bill. Quayle's motive was
purely a tactical one: to make the bill so unpalatable to the
Administration and others as to doom any chances for further action.

Status of New Oversight Legislation: This week the
Senate Intelligence Committee formally sent the Boren/Cohen
bill to the full Senate by a favorable vote of 13-2. It is not
yet clear when the Senate will debate and vote on the measure;
however, since co-sponsors Boren and Cohen will be heavily
occupied in INF hearings for the next couple of weeks, it
appears unlikely that there will be floor action before the end
of February. Meanwhile, an interagency group including CIA
representatives met with the House Intelligence Committee staff
this week to go through the Stokes bill on oversight section-by-
section and convey the Administration's initial views on the

Statutory Inspector General: We have begun preparations
for your testimony before the Senate Intelligence Committee on
or about 24 February concerning Senator Specter's bill to
establish a statutory Inspector General within the Agency. We
plan to meet with representatives of the FBI to ascertain how a
similar move was staved off a few years ago, and we will also
contact the Departments of State and Defense to learn what
their experience has been with the statutory Inspector Generals
established there.
Polygraph' Bill:" The Senate Labor and Human Resources

decisions on where they have taken their cuts in the FY 1988 budget.
Agreements on allocating those cuts by Directorate were reached at the
Executive Committee meeting on 8 January.

DCI Weekly Report
Office of the Inspector General
The Office of the Inspector General, Department of Defense
has advised us that their IG, June Brown, has been asked to
testify before the SSCI on the proposal to establish a
statutory IG in CIA. The Defense Department asked for
background on the IG process in CIA, which we discussed. We
also explained the importance that the Agency places on
protecting sensitive information in the inspection process,
particularly sources and methods.
We are nearing the end of the present cycle of
inspections. Preliminary drafts have either been completed or
are nearing completion on all of the current inspections; they

Executive Appearances
The DDCI addressed 400 members of American Bankers Association's National
Risk Management Conference on Wednesday, 27 January in Orlando, Florida.
Conference Director Tom Aubrey reported that the speech was great and the
audience liked the topic of terrorism. Attendees reported that it was a
"rewarding experience to hear a speaker so well versed on the topic of
terrorism."
Public Relations Unit
During a two-week Army Reserve active duty tour, briefed
members of the Headquarters' staffs of the U.S. Central Comman and the U.S.
Special Operations Command, Tampa, Florida, 19, 20, and 22 January. The next
stops in the PAO's program to develop a better understanding in the military
about the CIA and intelligence are the U.S. Space Command, the Air Force
Space Command, and the North American Air Defense Command, all located in
Colorado Springs.

Marty. Roeber joined, the National Intelligence Council on 25 January as
NIO for Latin America:
Fred4Hutchinson and Dan Webster will visit CENTCOM to discuss the
Persian Gulf and intelligence'support to CENTCOM (AC/NIC and NIO/NESA).
Deane Hoffmann will attend a discussion on US-Soviet Trade at the Johns
Hopkins University School of Advanced International Studies. Last week he
attended an Economic Policy Council meeting on the Generalized System of
Preference benefits and a Trade Policy Review Group meeting at USTR on the
US-USSR Long-Term Grain Agreement (NIO/Economics).
Murat Natirboff, at the Department of State's request, will sponsor a
Counterintelligence/Security training awareness program on 17-19 February
for all US personnel serving in criteria countries. Last week he sponsored
an off-site retreat for Intelligence Community CI managers (NIO/FDIA).
Charlie Allen chaired Community meetings on an assessment of the Abu
Nidal Organization requested by State and co-chaired a Community meeting to
define narcoterrorism and to assess collection strategies (NIO/CT).

1. The Corporate Data Personnel System, developed by the office of
Information Technology, has reached initial operating capability. Personnel
data available in this system will provide a foundation for future development
of the Agency's Corporate Data Program.
4. Twenty members of the office of Medical Services (OMS) completed a
two-day training program conducted by the Hazelden Foundation of Center City,
Minnesota. This workshop is designed to sharpen professional skills in the
assessment and diagnosis of alcohol and drug abuse.

6. The Office of Personnel (OP) sponsored the first Career Transition
Workshop, which included resume writing, interviewing, and job search
techniques to aid officers in the transition from Agency employment to a
second career in private industry.
7. The week of 11 January OP processed a record number (4,354) of health
insurance claims. This is part of the continuing effort to reduce the
inventory of 1987 claims, the last ones to be processed manually.
