The action was prompted by a threat from Senator Quayle to offer an amendment striking from the bill that section which exempts the Agency's polygraph program from coverage under the bill. Quayle's motive was purely a tactical one: to make the bill so unpalatable to the Administration and others as to doom any chances for further action. It is not yet clear when the Senate will debate and vote on the measure; however, since co-sponsors Boren and Cohen will be heavily occupied in INF hearings for the next couple of weeks, it appears unlikely that there will be floor action before the end of February. We plan to meet with representatives of the FBI to ascertain how a similar move was staved off a few years ago, and we will also contact the Departments of State and Defense to learn what their experience has been with the statutory Inspector Generals established there.
