Analysis
The National Intelligence Council's negotiations with DIA on net
assessments have reached an impasse. Although JCS agrees to full
Intelligence Community participation, DIA is opposed. A memo is being
forwarded with additional details and recommendations.
The Office of Global Issues (OGI) briefed Ambassador Lester Korn, United
States United Nations (USUN), on OGI's analysis of African voting bloc
patterns. Ambassador Korn requested a followup briefing in New York for
Ambassador Walters and other USUN staff members.

The NIO for Foreign Denial & Intelligence Activities participated in the
first running of a new Department of State training course that he
helped establish. The course is designed to acquaint employees, their
spouses and mature dependents serving in Soviet bloc embassies on the
nature of the hostile intelligence threat.
The Office of Training and Education hosted an orientation session on
18 February 1988 for Agency participants in the Women's Executive
Leadership Program. Past graduates, program coordinators, Agency
managers, and new participants met to kick off the 1988 program. The
Agency is sponsoring six candidates for this Office of Personnel
Management Course in 1988.

Senator Bradley Speaks to,Agency Conference: On
24 February Senator Bradley spoke about LDC debt issues to an
Office of Global Issues/Office of Training and Education
Conference entitled: "New Economic Realities: Threat to US
Security." His speech focused on the role of United States
banks in LDC debt renegotiation, as well as the implications of
current LDC demographics .on their economic development
prospects. Bradley was particularly kind to come to
Headquarters in view of the Senate filibuster that kept him up
half the previous night.

A package of interim 1989 budget materials will be sent to the Senate and
House Intelligence Committees shortly. The package includes an overview
of our program and summarizes proposed new initiatives and ongoing
investment programs. Delays in submitting our formal congressional budget
book and the Committees' requirement for materials prior to their budget
hearings require that we provide the Committees some advance material on
our 1989 budget request.
We are preparing the Congressional Budget Justification Book and working
closely with the Directorate staffs preparing for the Senate Select
Committee staff's review of the base portion of the CIA budget. The
Committee staff is focusing on how we spent our base resources in 1987
compared with how we had planned to spend those funds. The specific
offices involved will do a "dry run" preview for the Comptroller's Office
about a week before the 8 March formal review.

revised schedule and fiscal guidance for preparation of the 1990/91
budget.

The Comptroller's Office this week presented another running of its
25X1 week-long Budget Workshop Some 20 plans
and budget officers from throughout the Agency are attending the course,
which is designed to familiarize Agency officers with the budget process.

D/PAO and Media provided relevant background for an upcoming NEWSWEEK
article on the DCI, and arranged for photo sessions for the DCI at his HPSCI
testimony on 24 February and in the DCI's office on 26 February for the
NEW YORK TIMES MAGAZINE. The DCI is expected to be on the NEW YORK TIMES

Executive Appearances
The DDCI met with the DALLAS MORNING NEWS editorial board, addressed the
American Electronics Association (AEA) Texas Council luncheon and spoke to
the Dallas Chapter of the Young Presidents' Organization (YPO) on
16 February. The AEA had an excellent turn out of 140 CEOs representing many
of the Texan electronics firms. The attendees said that the "speech was
right to the point" and gave the information they had not heard before.
"Although the companies had been involved in licensing they had not
understood the procedures." In some cases the companies were unaware "what
technology was all right to export and what was not." YPO's of Dallas
reported that the speech was greatly "appreciated" and the "comments were
highly complimentary." One YPO said that the DDCI on the Agency's behalf
"had accomplished many goals that he had set out to accomplish when agreeing
to appear in this public forum." Approximately 150 YPO's who are heads of
their companies attended this meeting.
