on Export Administration
1. You are scheduled to address the President's Export Council
Subcommittee on Export Administration (PECSEA) luncheon (12:00 noon -
1:30 p.m.) on Thursday, 20 October at Commerce Department, 14th Street and
Constitutiqn. Please enter at the Secretary's entrance on 15th Street.
will meet you at the entrance and remain with you throughout the

2. Arrangements: You are requested to be in the Secretary of Commerce's
Private Dining Room on the 5th floor at approximately 11:55 a.m. where you
will be met by Chairman of PECSEA and Chairman of the Board of Directors
Ampex, Arthur H. Hausman. Lunch will be served at 12:00 noon and your remarks
are scheduled to begin at 12:45 p.m. You will be introduced by Mr. Hausman.
The suggested format is 20 minutes of off-the-record unclassified remarks
followed by 10 minutes of questions and answers.
You will be seated with Mr. Hausman and Assistant Secretary for Trade
Administration Paul Freedenberg. (See tab opposite for biographies.) The
remaining members of the head table are not selected until immediately prior
to the luncheon. Although Secretary of Commerce William Verity may attend, we
will not know until the day of the luncheon if he will be present. A podium
will be available near the head table. Since the group is small, a microphone
is not needed. DCI security will tape your remarks for the Agency's
historical files.
Audience: You can expect an audience of 30 people which includes 19
members of the PECSEA. The majority of the members of the subcommittee are
export administration officials from the "high-tech" segment of the business
community. (See tab opposite for the subcommittee list.) Also attending will
be a number of high-level government personnel associated with PECSEA from
DOD, the International Trade Administration Department of Commerce, State
Department, Treasury Department and the Office of the United States Trade
Representative. Neither foreign nationals nor members of the media will be
present.

Background: The PECSEA was established in June 9, 1976, by President Ford
and is a presidential advisory group that operates within the International
Trade Administration of the Department of Commerce. The subcommittee advises
the President on matters pertinent to those portions of the Export
Administration Act of 1979 that deal with the US policies of encouraging trade
with all countries with which the US has diplomatic or trading relations. In
addition, PECSEA is responsible for controlling trade for national security,
foreign policy, and short supply reasons. Members of the subcommittee prepare
papers which are cleared through Commerce Department and sent to the
President. (See tab opposite for list of 87-88 papers.) These papers become
policy papers of the President's Export Council. This subcommittee is a
transitional committee which will continue until September 1989. (See tab
opposite for further background information.)
Previous luncheon speakers have included US Trade Representative Clayton
Yuetter, Secretary of Commerce William Verity, Senator John Heinz,
Congresswoman Nancy Johnson, former Assistant Secretary of the Treasury
Francis nd former NSC Special Assistant to the President Robert

I was very pleased to learn of your acceptance to join the
President's Export Council SubCommittee on Export Administration
at lunch on 20 October. As I believe you have been informed, our
luncheon is in the Secretary of Commerce's Private Dining Room
and is a closed meeting, restricted to members of the
SubCommittee and a small number of government personnel
associated with the SubCommittee.
Our practice in the past is for our guest speaker to address the
group briefly on issues relating to such export matters as the
speaker wished to talk about and then open the meeting up to a
question and answer session. We are a relatively small group
with the majority of our members coming from the "high-tech"
segment of the business community. We have enjoyed a rather
informal atmosphere in these luncheon meetings. Usually the
total time devoted to both the presentation and the question and
answer session is less than 30 minutes.
Again, thank you for accepting our invitation and I am looking
forward to seeing you on the 20th.

invitation. OSWR/TTAC called Rosemary Mazon and
accepted the invitation. OSWR/TTAC has been tasked
to prepare the speech -- I asked that they get it
to us by the 14th.
Would you call Rosemany Mazon (I was told by
TTAC she is the executive secretary for the
commission -- shouldn't have written on her
"Allied-Signal" stationery) and verify all the
details as you usually do. I believe she wants
a bio on Bob.
Another POC seems to be a Sharon Ganguier of
Commerce (377-3856).

1. The attached is an invitation to you from the
President's Export Council Subcommittee on Export
Administration. You might recall that they had inquired
about your possible appearance in August, but you were on
leave.
2. I recommend you accept if your calendar is free.
They have been sent copies of your recent speech on this
issue and I have briefed them on our Methodology. It would
be a chance for CIA to place a marker on this issue for the
next administration. PECSEA is drafting a transition book
on export controls.
3. The standard format would be lunch, followed by
15-20 minutes of informal off-the-record comments by you,
and a few questions. The Commerce Secretary usually
attends; Under Secretary Freedenberg will almost certainly
be there. We could supply talking points or a full speech.

hands as soon as possible.
Art Hausman would appreciate your assistance in
arranging for Deputy Director Robert M. Gates
to be invited to speak at the next meeting of the
PECSEA (President's Export Council Subcommittee
on Export Administration) which will be held at
Commerce on October 20. I know you are familiar
with the Subcommittee's work and, since you have
been a guest speaker at the meetings, you are
aware of the usual scheduling of the session.
If you find that Director Gates might be avail-
able to speak informally during the luncheon
in the Secretary's Dining Room (12 noon to 1:30)
Mr. Hausman would be most appreciative if you
will be his "go-between" in inviting Mr. Gates.
Art will also follow-up formally by letter to
the Deputy Director on your advice that he can
accept the invitation.
I would be grateful if your office will reply
to me on Mr. Gates availability at your earliest
convenience. You are, of course, invited to at-
tend the meeting, or as much of it as you care
