The Commission's report affects 145 installations, including 86 for closure, five for partial closure, and 54 others for realignment. The recommendations reflect a review of over 4200 properties. The-Commission used the military value of the basing structure as its primary focus but also included environmental and socioeconomic considerations. The Commission believes that the realignments of bases will improve the effectiveness ? of the base structure and will also save an estimated $693.6 million a year in base operating costs with a 20-year net present value of $5.6 billion. Home Air Force Base, Idaho o Sheppard Air Force Base, Texas Declassified in Part - Sanitized Copy Approved for Release 2013/11/20: CIA-RDP92G00017R000900210001-5 , Declassified in Part - Sanitized Copy Approved for Release 2013/11/20: CIA-RDP92G00017R000900210001-5 ? -5- In order to facilitate the implementation of these recommendations, the Commission made several suggestions to Congress for legislative relief, including: the capitalization of the Base Closure Account to a minimum if $300 million in FY90; the enactment of special reprogramming rules to permit,transfer of Other Department,of Defense funds into the Account as necessary;, statutory relief from Section 207(a)(2)(B) of the Base Closure Act which would restrict the Secretaryi from transferring funds into the Account from other DoD accounts except as provided in appropriations acts; and statutory relief from provisions of the Federal Property and Administrative Services Act of 1940 that currently restrict the Secretary from expeditious disposition of properties. Several recommendations were also included for the Secretary of Defense and the Administration during the execution of the recommendations, including: the removal of regulatory impediments to the sale of excess land, and endorsement of the current Office of Management and Budget policy that real property transfers between Federal agencies be accomplished at fair-market value; that DoD accelerate disposal of "salable" land in order to get proceeds in the Closure Account rapidly; that the Secretary make disbursements from the Account in proportion to the individual Services' contributions to the Account and to their expected savings from closures. The Commission's chief recommendation regarding the future process for selecting bases for closure was that the Secretary of Defense be the chief decision maker, but that he have an external advisory board of senior experts to judge the quality of proposed closure lists. Such a panel would be appointed by the Secretary in consultation with Congress. The panel suggested that the Department of Defense s_tpdy for closure, government-owned, contractor- operated defense plants, a category of property not included for 'study by the Commissioners. They also suggested that funds remaining in the Closure Account, after realignments are completed, be used to lease or purchase land to expand air-ground training areas in sparsely settled parts of the Western United States. Military laboratories should be more carefully scrutinized, according to the report. It recommends a DoD task force to review ongoing activities and the relationship between in-house versus contract work. Reserve facilities were also the focus of a recommendation for future study by the Department, since current statutes would not guarantee that land proceeds would cover relocations costs should the Commission make recommendations. Among the innovative real-estate transactions endorsed was a proposal now being studied by DoD and the Congress for public-private development of the Engineer Proving Ground at Fort Belvoir, Virginia. Such innovations could increase land proceeds to the Department and save leased-space costs in high-rent areas.
