I recommend that FBIS Islamabad Unit be awarded a Meritorious
Unit Citation for eight years of sustained superior performance in
providing U.S. Government timely access to reporting from Afghanistan,
improved coverage of the eastern and northeastern Iranian regionals,
and fuller coverage of six Soviet Central Asian radios in Russian and
vernacular languages by serving as a remote monitoring/recording
facility.
With its formal inception on 22 November 1980, FBIS Islamabad
Unit filled a requirement for increased coverage of the Muslim world,
particulary the "arc of crisis" area of the Middle East. To that end
the unit has provided extensive, unique coverage with a modest
operation that began with one American staffer and two FSN employees.
Only one position, a third FSN slot, has been added to the Unit since
its initial staffing. With its small staff and limited operational
area, the unit provides coverage 24 hours a day, 7 days a week either
through manned or remote operations.
Over the years, all Unit personnel have frequently volunteered
extra working hours when required to meet ad hoc requests for special
recordings, feeds, and/or the pouching of cassettes as needed by
London, Bangkok, Hong Kong, and Nicosia Bureaus. Despite the
invaluable role played by the Unit staff, consumers are often unaware
of their contribution since the Unit is not a highly visible link in
the information chain.
All Unit's staff members deserve recognition for their consistent,
dedicated efforts to feed timely, vital, live or recorded information
to FBIS field bureaus for fast, accurate dissemination to U.S.
Government consumers from an area of increasing geopolitical
sensitivity. Their unremitting efforts have helped FBIS and the BBC
Monitoring Service plug a hazardous reception gap between Amman and
Bangkok through a period of exceptional political and military tension.

in enabling U.S. Government consumers to have timely access to
reporting from Afghanistan, the eastern and northeastern Iranian
regionals, and'six Soviet Central Asian radios. The Islamabad Unit
staff provided U.S. Government policymakers significant, often unique,
information from an area of often critical importance to several U.S.
Administrations. This achievement, which is a tribute to their
dedication and professionalism, brings credit to the Unit, FBIS, and
the U.S. Government.
