SUBJECT : Monthly Report - Austria Bureau - April 1988
In spite of continuing predictions that the dollar had not yet
reached its low, the average exchange rate slipped only marginally in
April to 11.75 Austrian schillings to the dollar from 11.8 to 1 in
March.
A. Monitorial/Editorial
1. With the date for the Bureau's assumption of FRG
coverage) rapidly approaching (we're striving for STAT
a 6 June start-up), the major pieces required for the shift began
falling neatly into place. The West German newspapers currently
covered have been placed on subscription, initial target radio STAT
and TV newscasts and other programming have been identified, and
arrangements to print DPA for informational purposes have been made.
In addition, two new monitor candidates with STAT
a great deal of experience with FBIS style an knowledge ot the FRG
and its media) have been placed in processing. We hope to have one
on board. by mid-June and the second by the end of that month. We
have also made arrangements to contract for the services of a former
AU chief monitor to handle FRG television coverage (ARD and ZDF) from
the Vienna cable TV system, which will not be available at the Bureau
until the 1990's.. Another former Bureau monitor has agreed to a
short-term contract to assist in training the two new monitors.
2. In addition to regular coverage of the FRG, the Bureau
will take over the Bonn "Cities" Project -- currently handled by a
contract employee in Frankfurt -- around the end of May so as to be
in a position to consolidate all aspects of FRG media coverage. The

"Cities" Project, which is intended to provide videorecordings of
selected FRG TV broadcasts to consumers in Washington as quickly as
possible, will be handled on a contract basis by the former Bureau
chief monitor, who will be responsible for making regular recordings,
preparing program summaries, and forwarding tapes to Headquarters via
the DHL courier service.
3. On the 16th, Vienna's 18th district, where the Bureau is
located, suffered a total power outage lasting some 90 minutes.
Operations were not affected because the "new" emergency generator,
acquired some time ago from the defunct Gulf Bureau, proved its worth
by kicking in promptly and providing the Bureau with full electric
power.
After being delayed in route for several weeks, the new BACH
2.1 and Transmit 1.1 software packages finally arrived on 28 April.
We plan to begin using this software with the new message format on 2
May.

Three Comscribe V printers, one BBH-6 antenna, four
Collins 651S-1 receivers ($3,480.00 each), two Sharp 14S11-1A TV
monitors, and three Sharp VC-N70 VHS video recorders.
A. Personnel
1. After a thorough review of applications and test results
obtained locally and with the assistance of London Bureau, a short
list of candidates to fill current and upcoming vacancies in the
Bureau's Russian, Czech and Polish sections was developed. Final
interviews of four Russian, three Czech and one Polish candidates
will be conducted by Deputy Chief in London in mid-May, STAT

after which the final selections will be made and positions
offered. It is hoped to have at least two Russians and one Czech on
board by the end of July.

B.. Building and Grounds
1. A project to rewire the Bureau's 110VAC circuits was
completed during the month. New electrical cables were run
throughout the building, replacing many that were found to have
splices. In addition, each room has been provided its own circuit
breaker.
2. The Embassy GSO completed an inventory of all staff
household furniture during the month in preparation for turning
responsibility for the furnishings over to the Bureau which will now
be responsible for administering its own furniture pool.
The Bureau received the following visitors in April:
visiting Vienna on private travel on return
from editorial trainin in Nicosia Bureau, 8 April for orientation;
FBIS Deputy Director 14 to 18 April for management
visit; Tel Aviv staff engineer 30 April to 5 May for
orientation.
