SUBJECT Monthly Report -- Paraguay Bureau --
January 1988
I. GENERAL
1. The highlight of the month was a visit from the 24th to the
26th by the Director of FBIS, who met with personnel and observed
operations at the Bureau. The Bureau Chief accompanied him to
meetings with U.S. Ambassador Clyde Taylor and other high-level
Embassy official, all of whom expressed satisfaction with FBIS'
cooperation and praise for its products.
2. At the weekly country team meeting on the 28th Ambassador
Taylor thanked FBIS for its timely translation of a particularly
virulent Asuncion Domestic Service commentary attacking/ the United
States and the -Ambassador, personally.
IT. OPERATIONS
A. Monitorial/Editorial
1. For the third time in less than a year, Paraguay Bureau
this month covered an Argentine military crisis. The latest
confrontation began on the 13th5 when Lieutenant Colonel Aldo Rico,
already under arrest for his participation in last year's Easter
wk crisis, balked when it became apparent that his house arrest
status was going to be changed to "rigorous preventive detention."
Rico and about 20 supporters blockaded themselves at a military
country club, and when soldiers and policemen approached the area,
they disappeared, resurfacing on the 16th at the 4th Infantry
Brigade at Monte Casero, which became the rebel stronghold. Rebel
forces also took over several other installations, including the
metropolitan airport in Buenos Aires. Following a 2-day standoff,
loyalist troops led by the Army chief of staff, General Jose Dante
Caridi, attacked the rebel=, at Monte Caseros. After a short
firefight in which the only casualties were some loyalist soldiers
who were injured when their jeep hit a mine, Rico and his followers
surrendered unconditionally. The other installations were also
retaken.

The Bureau filed minute-by-minute reports on the uprising,
remaining open late for several nights, and mounting a special
Sunday day shift on the 17th and a midnight shift that night. For
its efforts the Bureau received a message from the BBC stating that
...coverage of continuing Rico crisis in Argentina has proved very
useful and [the Bureau's] efforts to date have been much
appreciated." The Wire also thanked the Bureau for its "superior
performance" during the crisis.
2. On the night of the 21st Panama Bureau experienced a
total communications outage. In response to a request from the
Wire, Paraguay Bureau instituted a backstop of Panama Bureau's
coverage area per SOP, and filed several priority items.
B. Technical
1. After undergoing modification, an STR-7300 demodulator
was installed in Associate ROSET rack No. 2 in Main Radio.
2. Bureau technicians performed routine maintenance on the
following equipment: Magnasync Moviola recorder/reproducer, cassette
recorders and transcribers, and a Collins 651 receiver.
C. Cruising
1. During the Argentine military crisis, Bureau personnel
cruised for additional audible stations and newscasts to better
cover breaking developments in the rebellion. A series of media
behavior reports was filed on the results.
2. When Panama lost all communications on the 21st,
intensive cruising was conducted in support of the Bureau's backstop
coverage. For example, when the Bogota television station listed in
the Bureau's backstop SOP could not be located, a replacement radio
newscast was quickly found on the same satellite. An FYI was filed
reporting the results of the Bureau's backstop effort.
D. Personnel
1. On the 26th the Bureau got a full-fledged "new" monitor-
trainee when former teletype section head
successfully completed a 3-month trial period as a monitor-trainee.

III. VISITS
The Director of FBIS visited the Bureau from the 24th to the
26th.
IV. COMMUNITY ACTIVITIES
The Bureau Chief on the night of the 25th hosted in her home a
party for the visiting FBIS director. Ambassador Taylor and other
members of the Embassy community attended, as did Bureau editors,'
monitors, teletypists, technicians, and spouses.
