SUBJECT : Monthly Report -- Paraguay Bureau --
March 1988
I. GENERAL
Installation of Paraguay Bureau's second ROSET antenna
was completed this month, on schedule. At month's end the coverage
schedule has been expanded and monitors are listening to and
watching live newscasts that previously had been available only as
delayed telephone feeds from contractors in Lima and Santiago.
II. OPERATIONS
A. Monitorial/Editorial
1. The United Kingdom carried out the "Fire Focus"
military exercises in and around the Falklands from the 7th to the
31st. On the 8th a British C-130 Hercules en route to the Falklands
for the exercises experienced engine trouble and had to land in
Montevideo. The Uruguayan Government wrestled with the problem of
what to do for nearly 2 days--during which the Bureau filed several
priority and immediate items--before allowing the plane to leave, on
condition that it fly to Ascension Island and not the Falklands.
2. La Voz del Coloradismo, the nightly radio program
of Paraguay's ruling Colorado Party, this month carried four
commentaries that attacked U.S. Ambassador Clyde Taylor--the
commentary broadcast on the 1st was so vitriolic and vulgar that
even veteran monitors had their ears burned. On the morning after
this broadcast, Political Counselor Jack Martin asked the Bureau for
a recording of the commentary to present to the Paraguayan foreign
minister during a meeting at which Martin protested the broadcast.
Following his televised accusation on the 10th that high-level
officials of the Paraguayan Government are involved in drug
trafficking, the Ambassador was again maligned by Voz del
Coloradismo.

3. Panama Bureau in a Flash message on the 9th
reported rumors that General Antonio Noriega was considering leaving
Panama for Paraguay. An editor, monitor, and teletypist came to the
Bureau before regular opening time to monitor Paraguayan media.
Several FYI's were filed indicating that Paraguayan media were
behaving normally and that there were no reports of Noriega's
impending arrival.

B. Communications
The Bureau's primary incoming and outgoing communications
were out from 1900 GMT on the 23d until 1335 GMT on the

C. Technical
1. The technical highlight for the month, if not for
the entire year, was the installation of the Bureau's second ROSET.
The local technical staff assisted a team from S.T. Research, the
contractor, and an FBIS headquarters engineer in the various stages
of installation, including overseeing the pouring of the
3-foot-thick concrete slab for the dish, the assembly of the antenna
and pedestal components, and the wiring between the antenna and the
Bureau and in Main Radio and the Monitors Room.
2. Bureau technicians completed the labeling and
documentation of the wiring for the new antenna.
3. Routine maintenance was performed on the Bureau
microwave system and personal computers.
D. Cruising
1. The cruising monitor began observations on
frequencies monitorable on the new ROSET antenna. He found a total
of 10 Colombian radio frequencies on SCPC channel off the 27.5W
Intelsat; these included 4 Todelar Network frequencies, 3 RCN
Network frequencies, and 3 Caracol Network frequencies.
Observations continue, and cruising reports will be forthcoming when
more information is gathered.
2. Asuncion Radio Caritas, an outspoken (for
Paraguay) Catholic station, was off the air unexpectedly for several
hours on the 23d. The chief monitor, recalling the jamming of
Asuncion Radio Nanduti last year, asked the cruising monitor to
check for interference. None was observed. Asuncion media later
reported that unidentified individuals had stolen an electrical
switch at Radio Caritas' transmission plant, leaving the station
without power.
3. On the 27th the cruising monitor began observing
Moscow International Service, Radio Peace and Progress, and Radio
Magallanes for seasonal frequency changes.

4. Cruising continued in the effort to develop
sources for backstopping Panama Bureau's coverage area. Monitorable
frequencies were found for Quito Radio Voz de los Andes, Bogota
Radio Sutatenza, and Bogota Radio Santa Fe. Using this and other
data, the Bureau developed a backstop schedule that can be meshed
with Paraguay Bureau's own regular schedule when necessary.
III. ADMINISTRATIVE
Building and Grounds
The Bureau's security was enhanced on the 5th, when
an Ikegami closed-circuit television security system was installed.
The camera is trained on the front door and the monitor sits on the
editor's desk, where access to the Bureau is controlled after
regular business hours.
