Memorandum for Amb. Leonhart

Subject: NIO for General Purpose Forces
1. The intent of the attached memorandum is to limit
the purview of the NIO for General Purpose Forces to Soviet
general purpose forces and the NATO/Warsaw Pact.
2. The NIO/CPF will handle the NIE on China's Defense
Policy now under development on a one-time basis. Thereafter,
subsequent updates or a new NIE will be the responsibility of
the NIO/China.
3. General Purpose Forces matters for areas other
than USSR and Europe will be under the purview of the
appropriate NIO--NIO/NESA for the Arab-Israeli Military
Balance; NIO/China-EAP for the Korea's and Japan; NIO/Africa
for Africa, etc.
4. Analysts concerned with such matters basically are
found in OSR and OPA, but in very limited numbers. OSR's
expertise in general purpose forces is found mostly in their
Theater Forces Division, which is responsible only for USSR,
Warsaw Pact, and NATO forces. Other OSP divisions--Eastern
Forces and Regional Analysis (Current Intelligence)--which
may have to deal with general purpose forces, have very few
analysts for this work and are particularly thin with respect
to Africa and Latin America. OPA has even fewer resources to
deal with such defense/military matters.
5. This strikes me as a serious current weakness in
NFAC. However, I have no ready solution for it.

1. Effective 1 October 1979 the National Intelligence Officer
for Conventional Forces shall be redesignated NIO for General Purpose
Forces.
2. The NIO/GPF has purview over intelligence relating to Soviet
military programa other than those addressed by the NIO for Strategic
Programs. Specifically, I look to the NIO/GPF to coordinate Intelligence
Community undertakings relating to:
a. Soviet air, naval, and land forces other than those
with strategic missions.
b. Armaments for thglg,forces, including theater nuclear
weapons.
c. Arms control measures applicable to these forces,
inluding limitations on Long Range Theater Nuclear
tones (LRTNF) and Mutual Balanced Force Reductions
(MR).
d. 1h NATO/Warsaw Pact arms balance.
