1. You are scheduled to address the White House Fellows on Monday,
12 June, 12:00 noon - 1:30 p.m., at the Commission's Office at 712 Jackson
Place, N.W., Washington, D.C. Phone: 395-4522. I will accompany you and
remain with you throughout the program.
2. You are asked to be at 712 Jackson Place at 12:00 noon where you will
be met by White House Fellow assigned to the Justice Department?
Michael T. Lempres, (LEMPRESS) and escorted to the conference rooefor a
buffet luncheon. You are asked to speak at approximately 12:25 p.m. and the
presider Mr. Lempres will introduce you. The proposed format is 20-25 minutes
of off-the-record remarks followed by 30 minutes of questionsiand answers.
Adjournment is at 1:30 p.m. You will be seated with 14 White House Fellows
and Mike Lempres will be on your right and White House Fellow assigned to the
FBI Cliff Stanley on your left. (See tab for list of White House Fellows and
their assignments, biographies and photographs.) Director of the White House
Fellows Marcy Head, Associate Director Phyllis Byrne, and Education Director
Willie Bledsoe will also be present. DCI Security will tape your remarks for
the Agency's historical records.
Recent speakers who have addressed the White House Fellows are Director
William Sessions; CEO of Dow Chemical Paul Oreffice; Trade Representative
Carla Hills; Chairman of the Democratic Party Ronald Brown; Commander in Chief
of the U.S. European Command General John R. Galvin, USA; and Ambassador Alan
:Keyes from the American- Enterprise Institute. Secretary of Defense Richard
Cheney and Chief of Staff of the U.S. Air Force General Larry D. Welch are
also scheduled to address the Fellows in June.
You were scheduled to meet with the White Fellows on 13 March. However,
the Space Shuttle Discovery was launched on that date and the Fellows
requested to defer their meeting with you.

The White House Fellows and I are delighted at the prospect
.of meeting with you over lunch on Monday, June 12 at Noon in our
offices located at 712 Jackson Place, N.W.
The format for meeting with the White House Fellows is
strictly "off the record" and opening remarks by the speaker are
usually followed by an informal question and answer period.
Michael Lempres, who, as you know, is serving his Fellowship at
the Department of Justice, will be the presiding Fellow for your
visit. Mr. Lempres will introduce the Fellows and help direct
the question and answer session.
I am enclosing a copy of the White House Fellowships booklet
which has short biographical sketches on the 1988-89 White House
Fellows. In addition, I am including a list of the Fellows'

You will be meeting with 14 White House Fellows at a luncheon on
12 June, and your 20-25 .minutes of remarks will be followed by a 30-minute

In the talking points we have prepared, you note that the White House
Fellows visited the Agency earlier this year (22 February). They were given
an overview of the Agency and briefings from DI analysts for their 14-29 April
trip to the Far East. This trip included visits to Japan, China (Shanghai),
Hong Kong, and Thailand. You mention their trip to China and add: "After
having visited China just several weeks before the student demonstrations
began in full force, I'm sure all of you were particularly affected by the
tragedy that occurred in Tiananmen Square last week."
After briefly.discussing the situation in China, you say: "I'd like to
consider what we think some of the administration's other top intelligence
needs will be. And then I'd like to open it up for discussion." You discuss
the intelligence challenges posed by events in Panama, Iran, and the Soviet
Union. You also discuss several issues that transcend national boundaries --
arms control; ballistic missiles and chemical and biological weapons;
terrorism; and narcotics.
In the conclusion, you mention the importance of observing the rules of
oversight and accountability "that build trust between those who have the
intelligence responsibility and those who are the elected representatives of
the American people." Before opening up the meeting for discussion, you add:
"...I believe we are providing the intelligence that policymakers need to make
wise decisions on behalf of this country."

0 A NUMBER OF TERRORIST ATTACKS HAVE BEEN AVERTED IN RECENT
YEARS AS A RESULT OF INTELLIGENCE EFFORTS.
0 NEVERTHELESS, THERE IS STILL MUCH WORK TO BE DONE. LAST
YEAR THERE WERE MORE THAN 850 TERRORIST ATTACKS IN OVER 70
DIFFERENT COUNTRIES, RESULTING IN 650 DEAD AND MORE THAN
1,100 WOUNDED.
-- A QUARTER OF THESE ATTACKS WERE SPECIFICALLY DIRECTED
AGAINST U.S. GOVERNMENT OR PRIVATE SECTOR TARGETS.
NARCOTICS

The format for meeting with the White House Fellows is
strictly "off the record" and opening remarks by the speaker are
usually followed by an informal question and answer period.
Michael Lempres, who, as you know, is serving his Fellowship at
the Department of Justice, will be the presiding Fellow for your
visit. Mr. Lempres will introduce the Fellows and help direct
the question and answer session.
I am enclosing a copy of the White House Fellowships booklet
which has short biographical sketches on the 1988-89 White House
Fellows. In addition, I am including a list of the Fellows'
government assignments in Washington.
Thank you very much for agreeing to meet with us. We are
looking forward to seeing you on June 12.
