You are scheduled to introduce James C. Fletcher, Administrator of the
National Aeronautics and Space Administration, when he speaks to Agency
employees as part of the Guest Speakers Program. Dr. Fletcher's topic will be
"The Challenge and Opportunities in Space." I have attached brief
introductory comments (see opposite for cards).
The following schedule has been set for Dr. Fletcher's visit:
0945 Dr. Fletcher and several aides arrive in front of the main lobby
at Headquarters and are met by Stan Moskowitz, the Director of
Training and Education. Moskowitz greets them and accompanies
Dr. Fletcher to Judge Webster's office.
0955 Judge Webster, Dr. Fletcher, and Moskowitz will proceed to the
auditorium via the DCI elevator.
1000 Judge Webster goes to the podium to introduce Dr. Fletcher as
the guest speaker.
1040 Accompanied by Judge Webster, Dr. Fletcher and his aides are
escorted from the auditorium to depart CIA.

THERE ?ARE FEW MEN WHO, HAVING ONCE HEADED AN ORGANIZATION,
ARE EVER ASKED TO LEAD IT AGAIN. OUR GUEST SPEAKER TODAY,
DR. JAMES C. FLETCHER, IS ONE OF THOSE RARE INDIVIDUALS WHOSE
TALENT AND ENERGY COMPELLED A REPEAT PERFORMANCE. DR. FLETCHER
SERVED AS ADMINISTRATOR OF THE NATIONAL AERONAUTICS AND SPACE
ADMINISTRATION FROM 1971 TO 1977, AND HE ANSWERED PRESIDENT
REAGAN'S CALL TO RETURN TO NASA IN 1986. HIS MISSION WAS TO
REBUILD THE SPACE AGENCY AND RESTORE MORALE FOLLOWING THE
"CHALLENGER" TRAGEDY, AND IT IS CLEAR THAT HE HAS BEEN
SUCCESSFUL. THE VIRTUALLY FLAWLESS LAUNCH AND RETURN OF THE
SPACE SHUTTLE "DISCOVERY" LAST SEPTEMBER WAS PROOF THAT OUR
NATIONAL SPACE PROGRAM IS BACK ON TRACK.
WHILE HE IS PERHAPS BEST KNOWN FOR HIS ASSOCIATION WITH
NASA, DR. FLETCHER HAS HAD A LONG AND DISTINGUISHED CAREER AS A

RESEARCH SCIENTIST AND ACADEMICIAN. A GRADUATE OF COLUMBIA
UNIVERSITY AND THE CALIFORNIA INSTITUTE OF TECHNOLOGY,
DR. FLETCHER BEGAN HIS CAREER AS A RESEARCH PHYSICIST WITH THE
U.S. NAVY BUREAU OF ORDNANCE. AFTER HOLDING RESEARCH AND
TEACHING POSITIONS AT HARVARD AND PRINCETON UNIVERSITIES, HE
WORKED FOR SEVERAL FIRMS THAT WERE DEEPLY INVOLVED IN U.S.
AEROSPACE DEVELOPMENT. IN 1958, WITH AN ASSOCIATE, DR.
FLETCHER ORGANIZED AND WAS THE FIRST PRESIDENT OF THE SPACE
ELECTRONICS CORPORATION. HE LATER SERVED AS PRESIDENT AND
CHAIRMAN OF THE SPACE GENERAL CORPORATION, AND THEN AS SYSTEMS
VICE PRESIDENT OF AEROJET GENERAL CORPORATION.
IN 1964, DR. FLETCHER BECAME THE EIGHTH PRESIDENT OF THE
UNIVERSITY OF UTAH, A POST HE HELD FOR SEVEN YEARS BEFORE
BECOMING NASA ADMINISTRATOR FOR THE FIRST TIME. AFTER LEAVING
NASA IN 1977, DR. FLETCHER HELD A PROFESSORSHIP AT THE

UNIVERSITY OF PITTSBURGH AND HEADED HIS OWN CONSULTING FIRM.
HE RETURNED TO THE SPACE AGENCY IN MAY, 1986.
AS A RESEARCH SCIENTIST, DR. FLETCHER HAS DEVELOPED PATENTS
IN SONAR DEVICES AND MISSILE GUIDANCE SYSTEMS. HE HAS WORKED
ON THE PRESIDENT'S SCIENCE ADVISORY COMMITTEE AND HAS SERVED ON
SEVERAL PRESIDENTIAL TASK FORCES AND MANY GOVERNMENT-INDUSTRY
COMMITTEES.
DR. FLETCHER IS HERE TODAY TO TALK ABOUT "THE CHALLENGE AND
OPPORTUNITIES IN SPACE," A TOPIC HE IS UNIQUELY QUALIFIED TO

The Central Intelligence Agency (CIA) has established a guest speaker
program in the fields of science and technology. The CIA would welcome
your participation in this series.
You would address an audience of some 500 people, including many of
the Agency's senior managers, at our Headquarters complex. The format
includes a lecture of approximately 45 minutes followed by 20-30 minutes
of questions. Because of the Agency's interest in future U.S. space
programs and comparison of its goals and objectives to those of other
countries and groups, I hope you could focus your remarks on these issues.
