Coming up during 1990-91 are the 200th anniversaries of the federal Judiciary and of our Bill of Rights. These further commemorations will provide us with an opportunity to encourage government workers and all Americans to learn more about their Constitution and their rights and responsibilities under it. We have a continuing opportunity, one I hope we do not forfeit. Congress created this Commission to coordinate and promote activities, over five years, to commemorate the Bicentennial of the U.S. Constitution. In 1987 we celebrated the writing and signing of the Constitution. During 1988 we marked the Ratification of the document. This year and the next two will be devoted to the Constitution's implementation. Over the past three years federal departments and agencies have been active participants in the national Bicentennial commemoration by providing educational programs for employees, such as the "brown bag program" that features a lunchtime speaker at the agency. We encourage your agency to continue to play an active role in Bicentennial activities and programs. In order to assist you we have scheduled a meeting of federal agency Bicentennial representatives for September 21 at the auditorium of the National Archives. The meeting will start at 9:30 a.m. and last for one hour only. During the meeting we will provide your staff with background on the Bicentennial, and will take a look at possible future programs for federal agencies during the important Bill of Rights and Judiciary Bicentennials. .b1/1 IRAVE.
