The Physical Security Committee has prepared its draft press guidance (Attachment 2) on the GSA lock initiative. ACTION: Group members are requested to be prepared to reach a consensus on the draft press guidance and other matters relating to the press release, as noted on the agenda. 3. The Director, Information Security Oversight Office (1500), will address actions to be taken with 'SOO Directive No. 1. Group members are requested to be prepared to indicate their agency's support of the proposed ISO? course of action (Attachment 3). 4. The locks at issue are the high security type which have been certified to meet or exceed the current GSA standards for forced entry and manipulation resistant protection. The problem identified in the GSA tests was not a result of defective locks or materials. The deficiency was found through an application of new and very sophisticated technology not available when the current standards were formulated. Fortunately, this deficiency can be accomodated through application of corrective procedural security measures. All the USG departments and agencies using these locks have been appropriately notified of the problem and the corrective action recommended. Too, the GSA is in the process of revising high security lock standards. Directive No. 1 The Information Security Oversight Office (IS00) has considered proposed changes to the minimum storage requirements for national security information as provided in its Directive No. 1. Based upon agency comments and its own evaluation of the situation, ISOO is tentatively prepared to seek the approval of the National Security Council for the change below. At your discretion, we are also prepared to discuss this change at the next meeting of the IGCM(P) before submitting it to the NSC. S 2001.43 Storage (a) Minimum requirements for physical barriers. (1) Top Secret. Top Secret information shall be stored in a GSA-approved security container with an approved, built-in, three-position, dial-type changeable combination lock; in a vault protected by an alarm system and response force; or in other types of storage facilities that meet the standards for Top Secret established under the provisions of S 2001.41. For Top Secret information stored outside the United States, one or more of the following supplementary controls is required: (i) the area that houses the security container or vault shall be subject to the continuous Protection of guard or duty personnel; (ii) guard or duty personnel shall inspect the security container or vault at least once every two hours; or (iii) the security container or vault shall be controlled by an alarm system to which a force will respond in person within 15 minutes. In addition, heads of agencies shall prescribe those supplementary controls deemed necessary to restrict unauthorized access to areas in which such information is stored. The sixth meeting of the IG/CM(P) was convened at 1400 hours, 7 April 1987, by the Chairman, Mr. Craig Alderman, Jr., Deputy Under Secretary of Defense (Policy). A list of individuals attending is at Attachment 1. 2. The Chairman made the following opening remarks, resulting in the actions indicated: a. Substantive changes of the draft minutes for the fifth IG/CM(P meeting were received from Group members and inserted into the record. ACTION: The minutes of the fifth meeting are now considered b. The Chairman requested Mr. John Hoover, National OPSEC Advisory Committee (NOAC) member, to provide a status report on the remote sensing commercial satellite issue. Mr. Hoover informed the group that NOAC will be forming a working group from representatives of the IG/CM(P) as mentioned in the last IG/CM(P) minutes. Once the working group is formed, the terms of reference will be finalized to determine the scope of the stud and the thrust of the report to the Secretary of Defense. Director, CCISCMO/ICS, commented to Mr. Hoover that par icipa ion from the COMIREX would be appropriate and that he would coordinate with the Executive Secretary of COMIREX for some assistance. Mr. Hoover concurred in having a member from the COMIREX assist the working group develop the terms of reference. ACTION: Agencies having an interest are to contact Mr. Hoover, 697-7641, by 7 May 1987 and provide him with the name of their representative. Director, CCISCMO, is to contact the Executive Secretary, COMIREX, and request assignment of a COMIREX officer to work with Mr. Hoover on behalf of the ICS. 3. The scheduled agenda was discussed: a. Directive 1: The Chairman called on Mr. Steve Garfinkel, Director, ISOO, to inform the IG/CM(P) members as to what has occurred since the last meeting on Possible revision of ISO? Directive No. 1. Mr. Garfinkel provided members a plan of action for prospective amendme if Directive and a matrix of proposed changes (Attachment 2). Mr. Garfinkel stated that, based on the consensus of comments and 'SOO responsibilities,. ISOO will decide whether or not to recommend changes to its Directive at this time. If it decides to recommend changes, it will provide its draft to the Secretariat for circulation as early as possible before the next IG/CM(P) meeting. If it decides not to amend its Directive at this time, that will also be forwarded to the Secretariat. In either event, the subject will be on the agenda for discussion by the member agencies at the next meeting. Following that meeting, the ISOO Director will decide whether to go_fnrwrd tic the National Security Council with proposed amendments. ACTION: The Chairman directed that further member agency comments and recommendationson changes to ISO? Directive No. 1 regarding the storage requirements for national security information should be provided to the ISO? Director no later than 30 April 1987. b. In fact, there are at least four variables to look at once all the input is received: o Vulnerability. o Threat. o Damage Potential. o Resource availability. ACTION: CCISCMO will coordinate the DoD threat assessment with the FBI and CIA for a Community threat assessment and will circulate the Community threat assessment to membership. CCISCMO will also draft a Press release on locks on the presumption that ISOO Directive No. 1 will be revised. c. Report on President's Taskers: The Executive Secretariat reported to the Chairman that input from the Information, Personnel, and Physical Security committees has been received. The Chairman will be provided the three reports for review and forwarding to the SIG-I meeting by the 15 April 1987 suspense deadline. The Chairman was also advised that the OPSEC NSDD enhancement (item II.D.1. of the President's report) has been completed by the NOAC and will be included in the consolidated SIG-I report to the President. ACTION: The Secretariat is to provide Information, Personnel, and -177i-Cal Security reports to the Chairman, IG/CM(P), by 13 April 1987. 4. Other Old Business: There was no old business to discuss. 5. New Business: a. CIA, raised the need to issue a current Study of Harassmen s an. 'rovocations. He solicited a lead agency. JLURLI ACTION: State will take the lead in updating for publication a new DCI Study of Harassments and Provocations document, with assistance from CIA and OPM. b. Mr. Garfinkel, IS00, advised the group that the FY 1986 Annual Report to the President will be distributed to all agencies. He requested that the report be given widest dissemination. Mr. Garfinkel also informed the group that ISOO is about to issue standard labels for Top Secret, Secret, and Confidential; the labels are designed primarily for ADP media. Agencies wanting to know more about the new standard ADP labels and/or needing assistance are requested to contact ISM. c. In regard to the old Moscow embassy security situation, Mr. Schwartz, State, briefly commented on the current play of investigation and the outstanding cooperation of all elements. Without violating sensitive investigative information he noted: o The case details a serious breach of security. o The damage assessment will take some time. o There was great cooperation among NSA, NIS, USMC, DoD, CIA, Navy, FBI, and others. o The Secretary of State visit to Moscow is going to be supported and will have security. o The lessons learned will be of interest to all agencies of the US Government. d. NSA, raised the question regarding the proposed Executive Order on personnel security. Mr. Cinquegrana, DoJ, commented that the new draft is currently being held in the office of the Deputy Attorney General. Apparently, there are unresolved interagency issues that have been raised by CIA and OPM and that have kept it hostage for over two months. 6. Next Meeting: The Chairman announced that the next meeting of the IG/CM(P) will be held on 12 May 1987 at 1400 hours. 7.
