The nttacZied letter.om McMiliari defines
the PYGS budget Lor. the CIA portion of the National
Reconnaissance Program. It indicates rather clearly
that DOD sees CIA only in the 11-2 and OXCART role.
We presume this is the budget which Nalllan proposes
to destribe to Congress through our cleared committees.
Zn any cases it is now binding on =VAT. This
letter gives us three alternatives;
a. Accept CIA exclusion fran the aateiUte
portion of the BIM
b. Back MCWillan down, which

e. Scrap the NRO nrran.t and el
divide the present funds available or go
Congress for additional funds.
2. We ire not urging any particular course of
action at this times but do call attention to the
fact that the budget will be lockedup in the next
month in Congress and our opportunity to go directly
to them effectively closed off.
