Dear General Meyer:
I would like to invite you to participate in a conference that the Office
of Soviet Analysis is sponsoring on 29-30 September 1986. Transportation from
headquarters, accommodations, and meals will be provided, and you will receive
the standard CIA consulting fee
The conference will focus on developments since the mid-1970s that
suggest that Soviet thinking on the nature of a future general war is
undergoing significant evaluation. We will provide the participants with
several papers and briefings that outline the most notable doctrinal and
operational developments and speculate on several possible directions that
Soviet strategy could take.
Because the conference will be held at a highly classified level, we will
need to know as soon as possible whether you will be able to attend
