Intelligence Community Reorganization Legislation: We are
told by the Senate Intelligence Committee staff that
Senator Specter has agreed to postpone action on this
legislation. This legislation, as you recall, would separate the
function of developing and analyzing intelligence from the
`unction of developing and carrying out policy. The Director of
central Intelligence would become the Director of National 25X1
Intelligence and would supervise the Director of Central
Intelligence Agency.
