The enclosed statement reflects the direct dollar costs of
compensation and medical benefits paid under the Federal
Employees' Compensation Act during the expense period of July 1,
1987, through June 30, 1988, for injuries or deaths sustained
after December 1, 1960, by employees under your jurisdiction. It
is presented by the

(OWCP) in accordance

Section 8147 (b) requires that an agency or instrumentality not
dependent on annual appropriations reimburse the Employees'
Compensation Fund for the costs expended on its behalf during the
first 15 days of October following the date of this statement.
Agencies dependent upon an annual appropriation are to include
___.the amount billed in-their-annual budget request for the-upcoming
budget year, in this case, Fiscal Year 1990.
President Reagan, recognizing not only the impact of these
significant costs but also the personal suffering each case
represents, established a safety and health policy that requires
agencies to reduce workplace injuries and illnesses. The
Department of Labor's Occupational Safety and Health Adminis-
tration (OSHA) is charged with providing guidance and assistance
to you in this endeavor. We urge that you take a close look at
your agency's safety and health program and provide the personal
support that will be necessary to reduce your agency's injury and
illness experience. OSHA's Office of Federal Agency Programs
will assist you in any way It can.
The Office of Management and Budget (OMB), as a part of their
Intra-Agency Insurance Initiative, monitors the actions which
Federal employing agencies have taken to improve the management
of the program within the agency which processes benefit claims

under the Federal Employees' Compensation Act (FECA). As part of
this initiative, QWCP is prepared to assist agencies in devising
a strategy which will allow them to set up a program which tracks
claims processed by OWCP, to provide information which assists
OWCP in making a prompt decision on the claim, and to monitor
expenses paid under FECA. We believe that agencies can take
positive steps which will increase accountability for costs
incurred under FECA and increase the opportunity that an injured
employee can promptly return to duty as a Federal employee. Any
questions regarding the Intra-Agency Insurance Initiative should
be directed to Mr. Thomas M. Markey, Associate Director, Division
of Federal Employees' Compensation, OWCP, at 523-7552.
