Webster Director Central Intelligence Agency Washington, D.C. 20505 We are deeply concerned about numerous reports of foreign agents harassing and monitoring the activities in the United States of ethnic Americans and U.S. residents. Foreign agents appear to be targeting ethnics and residents from the countries the agents represent who are critical of their country of birth. In the past, the governments of Chile, Taiwan, Yugoslavia, and other communist and non-communist countries have been involved in incidents directed against former citizens of those countries who are now naturalized U.S. citizens or permanent U.S. residents. It is extremely disturbing that intelligence agents of foreign governments may be violating rights guaranteed by the Constitution by directed activities designed to intimidate certain ethnic groups in our own country. The deprivation of Constitution rights, especially the right to express one's political views with freedom from fear is a matter of serious concern to the Congress and all Americans. On December 29, 1981, the President signed legislation that became Public Law 97-113, which directs the Chief Executive to end arms sales to countries which engage in a systematic effort to harass and intimidate people in the United States. As a result of that legislation, some foreign agent activities have been curbed. Nevertheless, there appears to be an ongoing effort on the part of some foreign governments to continue to try to intimidate certain naturalized Americans who have ethnic roots in those particular countries. The Subcommittee on Human Rights and International Organizations is planning to have a hearing on April 13 or 14 on foreign agent harassment of people in the United States. We plan to begin the hearing with a brief open session. Following that, we will go into executive session for the classified discussions of this issue.
