MEMORANDUM FOR THE RECORD
SUBJECT: Modular Automated Intelligence Fusion Center
1. The office of the Deputy Assistant Secretary of Defense (Intelligence)
hosted a meeting on the 14th of September to review the results of a study
they had conducted regarding development of a Modular Automated Intelligence
Fusion Center. The DASD(I), Navy (DNI and operational Navy), Army, Air Force
(AF Intelligence and operational), Marine Corp, CINCENT, LANTCOM, DIA, NSA,
DMA, and ICS were represented at the meeting.
2. The meeting began with a briefing that summarized the conclusions of a
MAIFC concept study. The executive summary of that study is Attachment A.
The briefing was followed by a discussion period during which representatives
of the services and the intelligence agencies expressed their options of the
concept. The following is a summary of these options:
a. Navy. The Navy expressed no support for the effort. They felt
that the requirements for such a center were being addressed by JILES,
TRIBUTARY, and NMIST and that a MAIFC was not needed. They also voiced
several reservations about a ship-board approach. Their comments echo
formal correspondence (Attachment B) sent by DNI to Mr. Hawkins, DASD(I).
b. Army. The Army felt that the need to increase interoperability
of the various military intelligence fusion centers was of a high
importance than the development of another fusion center. They also
expressed doubt in the utility of the MAIFC concept.
c. Air Force. The Air Force questioned the requirement for -a
MAIFC. They could not identify a ROC or JROC that called for such a
capability. They also stated that the estimated costs, $200 million plus,
seemed quite low.
d. Marine Corp. The Corp nonconcurred in the concept because they
felt that it would never be flexible enough to support any conflict in
which they were involved and because the study proposed using assets and
LPD Ships that are currently dedicated to Marine Corp landing support.
e. DIA. The Defense Intelligence Agency felt that the need for a
MAIFC was-Ht established and that the development of a joint fusion
center would entail a much larger effort than the study described.

f. NSA. The-National Security Agency stated that the level of

needs.
3. Col Ralston, the DASD(I) Representative, concluded the meeting by
stating that the MAIFC effort succeeded in producing a comprehensive study of
ship-borne fusion centers and would serve us well as we address questions
regarding these types of efforts from the Congress and others. He stated,
however, that no further effort was planned on MAIFC without the JCS's, the
Services', and the Intelligence Community's support and backing.
