(NIO for East Asia) Larry Gershwin will brief Ambassador Ed Rowny, Advisor to the President on Arms Control, on Soviet capabilities to increase their forces under a START agreement. (NIO for Strategic Programs) has ned the National Intelligence Council as Assistant N 0 for USSR. also continues as Assistant NIO for USSR. is completing the draft report of the E Career Service Ta k s Force and plans to coordinate it on 31 October and to submit it to the Executive Director next week. (Director/Analytic Group) Estimates and Intelligence Memoranda discuss a paper Jenkins is preparing on trends in international terrorism. The paper will be used to prepare an NIE in FY 89. (NIO for Counterterrorism) NATO's "European Pillar": Prospects for Allied Defense Cooperation was coordinated on October 24. (NIO for Europe Coordination on Soviet Policy During the Next Phase of Arms Control in Europe should conclude this week. Coordination of Soviet Naval Strategy and Programs Toward the 21st Century starts on 31 October. Final Coordination was:completed for Volume II of Prospects for Ballistic Missiles. (NIO for USSR) Intelligence Community organized and chaired an Intelli ence C i g ommun ty seminar on Mexico on 21 October, with Delal Baer of the Center for Strategic and International Studies as speaker. (Director/Analytic Group) Murat Natirboff chaired an interagency seminar at FBI Headquarters in Quantico, Virginia on the counterintelligence aspects of INF experiences to date. It was agreed to form a Community counterintelligence working group under the deputy director of the On-Site Inspection Agency (OSIA), to create a mechanism on counterintelligence issues.
