We received a call today from Doug Gregory, staffer for Representative C. W. Bill Young (R., FL), House Appropriations Committee. (Gregory's telephone number is 225-5961) Mr. Gregory said there will be a vote next Tuesday or Wednesday on a program to expand the use of the polygraph for Defense Department personnel on a random, aperiodic basis. He said Mr. Young had discussed this matter with the DDCI and had asked the DDCI for a letter describing the success of our polygraph program. He said Mr. Young is seeking unclassified material that he can use on the floor of the House to convince his colleagues to support expanded use 25X1 of the polygraph by DOD. 2. Mr. Gregory said the Walker case indicates that random, aperiodic polygraph examinations would be helpful. He added that, if ever there was a time to get congressional 125X1 action on this issue, it is now. 3. Mr. Gregory said he was told by Mr. Young to contact CIA's Director of Security and see what might be furnished quickly in the way of unclassified written material on the advantages offered by a polygraph program for use by Mr. Young as he pushes for this legislation. To be useful, the material must be in Mr. Young's hands no later than the evening of 24 June or the morning of 25 June. If possible, the material should be based on CIA's experience -- although Mr. Gregory understands that this may cause a problem in an unclassified context. Nevertheless, if it is to be useful as a means of persuading Congressmen of the wisdom of ex.anding 25X1 polygraph use by DoD, it must be unclassified. 4. Mr. Gregory said he was not now asking for the letter that Mr. Young had discussed with the DDCI. He said he did not know the status of that matter, but he would leave that up to the DDCI. I asked Mr. Gregory if Congressman Young would like to have a tutorial on the utility of the polygraph as well as written material. Mr. Gregory said that Mr. Young probably would appreciate such a briefing. Mr. Young, however, won't be back in Washington until late afternoon on the 24th. We 25X1 agreed to discuss the briefing question again on 24 June. 6. As a final note, Mr Gregory said that the Congressman, through previous service on HPSCI, had a vague recollection that there were two cases of espionage some time ago involving CIA employees who had been polygraphed. He said Mr. Young could not remember any details but would 25X1 appreciate knowing if this had been the case. 7. Please let us know whether you will be able to furnish unclassified material for use by Mr. Young. In addition, Mr. Young will probably want a briefing on the utility of a polygraph program on 25 June.
