Just prior to Dick Kerr's reassignment as DDI I asked for his help in getting a replacement for the 1982 Oldsmobile Delta 88 that is currently assigned to me. Dick found that the mileage, etc, on our existing vehicle justified replacement, but indicated that no replacement car larger than an Oldsmobile Cutlass was available at that time. 2. I would appreciate your help in reviewing other alternatives that would allow us to obtain a replacement vehicle comparable in size to our existing Delta 88. Specifically, I would welcome your views on the advisability of our procuring a Mercury Grand Marquis equipped as indicated in the attachment. This size car is similar to what we now have, and it is virtually identical to the vehicles assigned to the Directors of both DIA and NSA. They, like myself, make extensive use of official vehicles due to the locations of their agencies relative to other Community entities, and I believe the increased security and comfort that such a vehicle would provide are more than justified. 3. Funds could be made available in the IC Staff's FY1986 budget for a replacement vehicle, but, of course, we will have to obligate them before October. I spoke with the DDCI and., with due consideration of reference B, he concurs with me in upgrading the class of vehicles authorized for purchase and use for the four Deputy Directors to Oldsmobile, Cutlass Supreme. These vehicles should be purchased with only "standard" accessories: automatic C~-Rgs~ transmission, power brakes, power steering, air conditioning, tinted glass, twin remote mirrors, intermittent wipers, standard radio, and rear window defogger. Ostentatious accessories such as wire wheels, stereo radios, electric windows, electric seats, etc., are not authorized. 2. All other vehicle procurements for senior Agency officials such as independent office heads who are authorized official vehicles will be limited to the Chevrolet, Celebrity or the Pontiac 6,000. In view of the budgetary limitations and the fact that most modern automobiles are just broken in at 60,000 miles, I believe it prudent to have the motor pool certify that an automobile must be replaced at 60,000 mires'or the 6-year standard. Please consider that the Agency Office of the Comptroller is appealing to OMB to propose 1985 reductions in all categories cited in reference B. This appeal has not been acted upon, and we still face up to a 24.1$ reduction for operation, maintenance, management, leasing, acquisition, and disposal of vehicles. (b) Agencies shall establish proce- dures to provide for the following: (1) Prompt written notification to the credit card contractor of lost or stolen cards (notification shall include the date each cazd was initially report- ed lost or stolen). This notification is mandatory to enable the contractor to purge the data file if the credit card is not replaced. If a replacement card is requested, the contractor will so anno- tate the files.
