Lawn, Chairman National Drug Intelligeyi~e Committee SUBJECT: Summary of September 22 Meeting At our recent meeting we agreed to forward the Legal Issues Working Group report to the National. Drug Policy Board. I want to express my appreciation to the lawyers group and to Ms. Deborah Meyers for their work in developing a substantial report on many difficult issues. Please pass my appreciation on to those who contributed to the report. Attached is a summary of our September 22 meeting. It was helpful to me to hear the discussions related to my September 1 request to the Director of Central Intelli- gence. Please be assured that the request. letter was open-ended and that I would like all NDIC agencies to send me additional suggestions for our committee to review. cc: Mr. Francis Keating Mr. Dave Pickens 2i3-ice Declassified in Part - Sanitized Copy Approved for Release 2012/11/08: CIA-RDP90GO1353R000200190002-2 Declassified in Part - Sanitized Copy Approved for Release 2012/11/08: CIA-RDP90GO1353R000200190002-2 Meeting Summary National Drug Intelligence Committee September 22, 1988 DEA Administrator Jack Lawn, Chairman of the National Drug Intelligence Committee, convened the meeting at 2:00 p.m. by welcoming the participants and acknowledging the contributions of NNBIS Director Howard Gehring who will be leaving that position for a field command in the U.S. Coast Guard. Mr. Gehring introduced his replacement, John Shkor. The Chairman asked Deborah Meyers to review the status of the Legal Issues Working Group. With the addition of a footnote the paper has been accepted by the Working Group, and Mr. Lawn will be forwarding the report to the National Drug Policy Board. The Committee discussed the Chairman's September 1 letter to the Director of Central Intelligence. This letter requested that the DCI consider various forms of assistance to the NDIC agencies and strategies. The Customs representative and the National Intelligence Officer for Narcotics expressed concern that the letter had not been reviewed first by the NDIC Working Group prior to its being sent to the DCI. Background related to the letter was provided by of the Intelligence Community Staff who noted the importance to the anti-drug effort of specifying needed assistance to the DCI. While the time constraints for the letter precluded a full review by the NDIC prior to its being distributed, Mr. Lawn assured the Committee that the letter was open-ended. The Chairman encouraged NDIC members to send him additional suggestions for forwarding to the DCI. Following this, Ms. Cynthia Christfield, from DEA's Office of Chief Counsel,lsummarized the Verdugo case and the decision of the 9th Circuit Court of Appeals. Special Agent in Charge Larry Orton gave an update on the construction of the new facility for EPIC. He noted that occupancy would. occur in. the November-January timeframe. NNBIS Director Howard Gehring reported on the recent Drug Interdiction Game held at the Naval War College. Both new and unfinished business are outlined in the enclosed tentative agenda. The meeting will be held at the Secret level.
