Mr. Sheldon, Dr. Kent,
Present: Mr. Dulles, General Cabell, Colonel White, Mr. Helms,
a. Stated that he had been approached by both Messrs. Snow and
Rubottom of the State Department with the urgent request that we
attempt an operation to get Batista out of the Western hemisphere,
if possible, but in any event remove him from the Dominican Republic
where he is constantly clashing with Trujillo. He said the Depart-
ment had exhausted all diplomatic possibilities in solving the
Batista problem and that they definitely do not want him coming to
the United States.
b. Referred to a memorandum of conversation Col. White had
prepared on his discussion with Mr. Adolph Samuelson of the General
Accounting office. He discussed the possibility of inviting
Mr. Joseph Campbell, Comptroller General of the General Accounting
office, and Mr. Samuelson over for lunch and a briefing on Agency
activities in the near future. Col. White then outlined a proposed
briefing schedule which he had prepared for such a briefing and
expressed the view that the objective in briefing these two men
should be to convince them of the fact that the unvouchered funds
activities of this Agency are so sensitive in fact they will not
wish to attempt to audit these funds. Col. White undertook to
discuss with Mr. Helms and others in DD/P the projects and activities
which should be presented in this briefing. He also undertook to
look into the relations and manner in which the NSA handles its
audit problems with the General Accounting office.
c. Referred to the NSC meeting of the previous day and the
fact that the Defector Definition contained in NSC 5706/2 and
have now been made to conform with one another and

cover defectors from other than the U.iSR or bloc countries. He
asked to send an excerpt of this NSC action to Mr. Helms
along with specific comments which the DCI made at the NSC meeting
during the discussion of the Defector Definition.
d. Referred to a letter he had received from Gordon Gray
enclosing a letter from Mr. Gary Norton of the Institute of Defense
Analysis proposing that the Institute might assist the U. S. Govern-
ment in economic and political analyses in a manner similar to its
present work in weapons systems. He gave this letter to Mr. Sheldon
to prepare comments he could pass to Gordon Gray and asked that this
reply be coordinated with Messrs. Amory, Komer, Helms and Parrott.

that he had asked the 10 Division to look into this matter and give
him a full report on who prepared this joint resolution and with
whom in the U.S. Government it had been checked prior to its issuance.
General Cabell undertook to notify
of this decision.

that this matter had been discussed and it was the decision of those
present that there was not sufficient U.S. Government interest in
this matter to justify expenditure of the sums of money required.
