DEPUTIES' MEETING
PRESENT: Mr. Dulles, General Cabe11, Mr. Amory, Mr. Helms,
Mr. Gates Lloyd, Mr. Kent, Mr. Barnes,
Mr. Sheldon,
MR. DULLES:
a. Referred to the "22 questions" alleging failure on the part
of CIA. in the recent Cuban invasion and asked Mr. Barnes to prepare
complete answers to 4 to 6 of these questions. The Director said he
intended to submit these answers and have them made a part of the Taylor
Committee Hearings.
c. Ncted that he was not satisfied with the format of the CIB
particularly now that the briefs are sometimes as long as the backup.
He also commented that it is confusing to the busy reader to have to jump
from one are to another. Mr. Sheldon remarked he was totally in
trLagreement the Director's views and for some time had wanted to
elim te the briefs. However on several occasions he had broached this
bert. idea General Clifton in the White House who was most emphatic in
stating that the format should not be changed. After some discussion it
was agreed that nothing would be done immediately particularly in view of
the President's departure on his trip to Europe. It was also agreed to
raise this matter at a later date.
d. Noted two outgoing cables concerning concerning live drops
was advised by General Cabell that he was receiving a briefing
on these proposed operations today. The Director made it clear that we
would insure that policy clearance from the highest levels had been obtained
since he was concerned about conducting this operation just at the time of
the President's meetings with de Gaulle and Khrushchev.
