DULLES: a. Asked Mr. Kirkpatrick to disseminate to those present a memorandum showing the composition of the task forces appointed by the Chairman of the President's Foreign Intelligence Advisory Board. b. Noted it would be most helpful if the President would agree to give us a briefing on his recent trip and asked Mr. Bissell to take this up with Mac Bundy. c. Asked DD/S to obtain from General Counsel what CIA has done in promoting legislation to extend the espionage law in cases involving U. S. citizens residing or employed overseas. d. Asked Mr. Bissell to speak to Mr. Wisner (who is in Washington 25X1 on TDY) about a cable ',NNW e. Noted a memorandum prepared by (Office of Legislative Counsel) on the House Rules Committee hearings held on 6 June 1961 regarding whether or not CIA should be investigated by the Congress. Mr. Kirkpatrick asked the Director whether it might not be a good idea for him (DCI) to call Congressman Madden to see exactly what he has in mind. The Director said he had already talked to Mr. Kilday and felt this was sufficient for the moment. Stated we had had a call from George Mahon referring to the Drew Pearson article in which Pearson stated that the Cuban operation had cost about $45, 000, 000, and that Congressman Mahon had requested a briefing on the cost of this operation. After some discussion it was agreed that General Cabell and Mr. Bissell would get in touch with the congressman and arrange to provide him with the information desired. 25X1 MR. HELMS: Reported that the case is beginning to leak a bit and that he had advised Stan Grogan and Roger Hilsman to hold the line on denial. The Director commented he was not quite persuaded that this is the proper course for us to follow at the moment. He said he would certainly agree that until such time as we had milked this man dry, we would not wish to put out any details,and possibly he might be of some use to the Agency if word got out that we in fact have this defector in our hands. Action: Mr. Helms to prepare a memorandum on what he believes can safely be released at this time for the Director's consideration. MR. Reported the Bureau of the Budget had approved the 25X1 withdrawal from our reserve for Laos but, in accordance with the President's desire, Budget will advise the President of this proposal. Colonel White also stated that there is still an item of to be added to the above 25X1 figure and asked how this is to be handled. Mr. Bissell said he wished to review this before making any final recommendations to the Director,. The Director reiterated a previous statement made at the Deputies' Meeting on that as a matter of principle CIA should not be called upon to support the Meo's after had become an integral part of FAL. c. Stated that he is somewhat pushed to provide funds for new furniture for the new building and for the establishment of the training 25X1 facility at and asked that he be advised at the earliest possible date of any funds from DD/P and DD/I that might be left over in their Fiscal Year 1961 budgets which might be used to meet these expenditures.
