Analysis
-- The Office of African and Latin American Analysis responded to questions
on the Angolan situation from Secretary Shultz and Assistant Secretary
Crocker, while the office of Soviet Analysis (SOYA) prepared a briefing
book on human rights for Secretary Shultz, and the Office of Global Issues
(OGI) provided the Secretary with a report on the status of Less Developed
Countries' economic reform.
-- The Office of East Asian Analysis met with Deputy Commander-in-Chief of
the U.S. Pacific Command, Lieutenant General Carns, to discuss the

SUBJECT: Weekly Report
1. Intelligence Oversight Legislation: We are informed
that the House will take up the Intelligence Oversight Act of
1988 during the middle of next week. We still anticipate that
bill will pass with less than a 2/3 margin necessary to
override the expected Presidential veto. There is little
chance that Republicans will succeed in their attempt to water
down the requirement in the bill to notify Congress of covert
actions, without exception, within 48 hours of a Finding.
2. War Powers Resolution: A special subcommittee of the
Senate Foreign Relations Committee continues to hold hearings
on legislation that would amend the War Powers Act. One of the
most significant-features of this legislation is the creation
of a "Permanent Consultative Group" of leading Members to serve
as the focus of consultation required under the War Powers
Act. The State Department Legal Advisor will testify against
the bill next week. Although there might be an effort to bring
the bill to the Senate floor before the end of Session, there
is probably not sufficient time left for Congress to complete
work on such a major piece of legislation.
3. Omnibus, Anti-Drug Legislation - House Action: The
House is in the midst of floor consideration of the omnibus,
anti-drug-bill-. We are working with the Administration to
defeat the Alexander "Anti-Stonewalling" amendment. We are
also watching closely which "drug czar" amendment the House
adopts. Both are now expected to come to a vote on

4. Omnibus, Anti-Drug Legislation - Senate Action: The
Senate leadership, after receiving a letter from the DCI,
directed the Senate Intelligence Committee to provide language
protecting the DCI's budget equities vis-a-vis the new drug
czar to Senate leadership staff drafting the Senate bipartisan
anti-drug bill. That staff had already included language
protecting the DCI's intelligence information-sharing equities
vis-a-vis the new czar. We worked with Senate Intelligence
Committee staff in drafting the budget language. Although not
as expansive as similar language in current law, it represents
a recognition of our concerns in this area and provides
something on which we can build later in the legislative
process. On 9 September, the final staff draft will be
introduced by Senators Byrd and Dole and taken up by the Senate
the following week..
5. Intelligence Authorization Bill: The Department of
Justice is preparing to send a letter to Senator Boren
expressing its belief that the Inspector General provision in
the bill is unconstitutional and threatening a veto of the bill
should the provision not be changed. Justice is concerned that
the requirement to disclose Inspector General recommendations
impermissibly interferes with the President's control over the
deliberative processes of the Executive branch. We have told
the Office of Management and Budget verbally that we oppose a
veto and we are sending them a letter stating the same. We met
previously with Justice and White House officials to explain
the arduous process by which we and the Members agreed to this
provision, which represents a compromise with respect to the
original intent expressed by Senator Specter. The conference
report has already been filed and the Justice letter can only
serve to anger certain Members and, as a result, open the
Agency to having a full-fledged statutory Inspector General
under the 1978 act. It remains unclear as to whether Justice
will send a letter placing its views on the record formally
without recommending a veto.
6. South Africa Sanctions Bill: The Senate Foreign
Relations Committee is meeting this week to mark up its version
of the South Africa sanctions bill. The bill, introduced by
Senator Cranston on 7 September, is basicall the House- assed
bill with a few changes.

bill, which is currently scheduled for a committee vote on
14 September.

Coordination meetings on Soviet Naval Strategy and Programs Toward the
21st Century will begin on 12 September. is coordination is expected to be
lengthy in light of the recent publication of a new book by the Soviet
entitled The Navy: Its Role, Prospects for Development and Employment which
must be translated and studied before we can be certain that our judgments are
both accurate and complete.
The pre-coordination draft of The Likelihood and Implications of a Soviet
Conventional Arms Control Gambit was forwarded to the Senior Review Panel.

SUBJECT: Weekly Report for Period Ending 9 September 1988
1. The Office of Information Technology (OIT) and the Office of
Logistics moved the SAFE system to the New Headquarters Building in five hours
over the Labor Day weekend. The move culminated 3 months of detailed planning
and preparation and included 3 mainframe computers, 74 disk drives, 20 tape
drives, and 30 other peripheral devices.
2. OIT has begun its critical support period for the DESIST (Decision
Support and Information System on Terrorism) program during the Seoul Olympic
Games.
3. The Office of Medical Services advises that in its first year of
offering employee financial counseling, it has assisted 146 employees with
financial problems. Fifty-seven percent of these employees had less than 5
years of Agency service; 30 percent entered on duty less than a year ago.
4. The Office of Personnel reports that 17 students from 15 universities
have begun the Undergraduate Scholar Program. A welcoming reception was held
with senior management, sponsoring offices, and mentors.
