AT THAT TIME, WAGE SCALE ADJUSTMENTS REQUIRED BUREAU ~~iAN CHIEFS CONDUCT A WAGE SURVEY TO JUSTIFY CHANGES. BUREAU CHIEFS EVENTUALLY BEGAN TO LEAfd TOWARDS PRIDING THE "COAT TAIL^ OF ADJUST- MENTS TO THE LOCAL EMBASSY FSL WAGE SCALE. TN SHORT, INSTEAD 0~' DOING THEIR OWN SURVEY BUREAU WOULD RECOMMEND SALARY INCREASES FOR FBI`~.,EMPLOYEES BECAUSE EMBASSY WAS INCREASING FSL SCALE BY SUCH~AND ~ISUCH A PERCENTAGE.
