50X1 and CIA Regulation
Re

PAA, 3
26 February 1952
1. Reference to the attached memorandum dated 12 February
actor of octal Operations
CIA Regulation
1952 from the Acting Ass
SO56 Subject: CIA Regulation
2. The proposed revision of the Regulations arose as a
result Of discussions between the Chipf of -tha- Rottriottiv
50X1 Division, OSO/OPC? and
the Chief, Administrative Service in regard to the functions
50X1 At that time in accordance with Regulatio* the under-
in the classification of a Records Officerpfor_the RegistrY.
signed stated that Adminietrative Service would perform the
records function which is assigned to this office.
50X1
50X1
50X1
:
is of the opinion
representatives of Administrative Service would not
be permitted access to the records and we would be obliged to
aceept the certification of the Assistant Director, 0800 and
the Assistant Director, On, to the effect that the records
function within the Registry was being properly. performed.
36 I do not feel that the records personnel of Adminis-
trative Service should be excluded from the Registry. However,
I do concur that reference to specific intelligence documents
and ',sports may not be necessary, but a general examination of
their internal procedures and the performance of an audit of
their internal records program 'mould appear to be necessary.
This function can be performed by the selection of certain
individuals who would be given any extraordinary clearance
*ilia maybe required by OW and OPC for this purpose.. /
believe, when the ease arises, thatby-mutual agreement a
satisfactory procedure for performing the records function
can be arrived at whieh will not involVe any possible security
comprOmises of Registry material!
4. Therefore, I recommend that the Regulations be permitted
to etand as they exist without revision.::
