Project SLAMMER is an innovative Community research effort to understand and deter espionage through the direct assessment of convicted American spies utilizing state-of-the-art behavioral science techniques. For the past 18 months, staff support to SLAMMER has consisted of part-time 25X1 participation by personnel drawn from various agencies. 2. In this era of tight resources, I recognize that Project needs have periodically levied an extra burden on many agencies--diverting valuable personnel from their already busy schedules. As Project SLAMMER continues to develop, its scope will enlarge and its pace quicken, likely creatin additional 25X1 demands on already limited personnel resources. 3. Recognizing the investment in time that has occurred already, I want to extend my personal appreciation to PSC members and agencies whose personnel have participated thus far in the development of Project SLAMMER. I would also take this opportunity to urge Committee members to actively support the continued participation of their agency representatives in 25X1 keeping SLAMMER active and productive. 4. (S) This memorandum requests the assistance of representatives to the Personnel Security Committee whose agencies have participants contributing to Project Slammer. Now that the activity of this IC program has accelerated, this is a by name request to ensure the availability of Project Slammer participants. 2. (S) Project Slammer is the Intelligence Community's research effort to understand and deter espionage. The multidisciplinary staff of this study is drawn from IC agencies, yet each participant is still fully employed in their usual duties. The scope and pace of the project are now expanding. Accordingly, the need for participants' time has increased. 3. (S) The agencies involved are asked, that to the fullest extent possible, their participants be made more available to this vital research. The community needs the kind of information the project is beginning to produce; this activity depends on your agency's fine people to assure it is productive. Please do whatever possible for participants so that Slammer activities are a necessary and routine part of their workload. A list of participants and the agencies they represent is attached. NEIL S.
