SUBJECT: My Participation in FWPB Activities
In June 1979, which serving as a DDO representative
on the Federal Women's Program Board (FWPB), I assumed
responsibility for a single project of the FWPB. I con-
centrated on this project, and it is now being implemented
by OPM.
I adhered to my decision to concentrate on that single
Project even-when invited by the SSA/DDA to represent the
-Board at a meeting to discuss the proposed revision to
CIA regulations concerning dependents' employment abroad
-3 believed that my participation in a matter generating
high controversy was inappropriate to my other effort
for the FWPB. Later I was assured by the PWPO/DDO and
Board members that my hesitancy was unnecessary.
A DDO staff member -- author of a November 1979 -
memorandum to the Board on the topic was invited to
the 15 January 1980 FWPB meeting to discuss the complexi-
ties of LWOP and contract status. The Board voted to
request the SSA/DDA to delay promulgation of the new regu-
lation until the Board could give it further consideration.
At the 20 February meeting -- when no Board members
-volunteered to serve on an information-gathering committee
on this matter of vital concern to CIA women-- I volunteered,
although I was reluctant to take on such a complex task _
since March was to be my last month of full FWPB membership.
? A:three-member committee was formed with the DDO representa-
tive as committee chairman and the FWPB Chairman as the
other committee member.
Subsequently, this committee attended a meeting on
28 February 1980 -- called by the DDO representative -- with
interested CIA staff members who had had overseas experience
in LWOP and/or contract status. The sole purpose of the com-
mittee was not to obstruct the initiative of the SSA/DDA
but rather was to gather information with which to reach
an informed recommendation.

presentations by the Committee and the FWPO/DDO, the
Board voted unanimously to support the regulations as
proposed by the SSA/DDA. I strongly favored this position
and presented a copy of the supporting memorandum to the
SSA/DDA at a 21 March 1980 meeting on the topic, called
by the FWPO/DDO.
